The minutes from the 12/12/2017 TRAB meeting were accepted. 1st: Dan Becker 2nd: Steve Haas Agenda Items A request for no parking on 11th Avenue, north side, from South Main Street to 105 feet west, and south side from South Main Street to 124’ west (Current Condition: 2 hour parking, both sides, from South Main Street to Nebraska Street between 8:00 a.m. and 6:00 p.m.) Jim Collins Jim Collins said this is the area that the new traffic signals were installed and with the road alignment here parked vehicles are in the traffic lanes. 1st: Dan Becker 2nd: Dan Sceiszinski Committee Name: Traffic Review Advisory Board Date: 1/9/18 Location: City Hall 2 Topic Facilitator Discussion Actions Discussion of parking restrictions around South Park for special events (Current Condition: Osborn Avenue - No parking, south side, from Georgia Street to 706 feet west of Georgia Street during city council approved South Park special events; Georgia Street - No parking restrictions in the area) Jim Collins Jim Collins told this is a request from Dan Sceiszinski. He said he would like direction from the Board on this issue. He explained that Georgia Street is 36’ wide. 12th Avenue is 35’ wide and 11th Avenue is 32’ wide which are wide enough to permit parking on both sides. It was suggested that an additional no parking sign or two be added on Osborn Avenue. There was also discussion about no parking on Georgia Street from South Park Avenue to Osborn Avenue. It was suggested that permanent flip down no parking signs, that would only be flipped open on the day of the event, may eliminate confusion regarding what defines a special event on current no parking signs during council approved special events. It was mentioned that the event would be billed for labor to flip the signs. Jim said he would look into what types of signs are available. Another suggestion was to have the organizers of the events to park elsewhere. It was suggested that someone approach the church about using their parking lot. Staff Statements Merge of TRAB and PUC / Vacant seat on TRAB Jim Collins Jim Collins said the city manager will bring the possible merger of the TRAB and PUC before City Council in the next month or two. Jim also said currently a seat is vacant on this Board. He told that no one from the PUC was interested in serving. He explained if someone would like to serve on this Board please complete the application online or phone the city manager’s office, Committee Name: Traffic Review Advisory Board Date: 1/9/18 Location: City Hall 3 Topic Facilitator Discussion Action Jackson Street Bridge / 20th Ave. Roundabout Jim Collins Jim Collins said he would report any news about the Jackson Street Bridge from the DOT which is expected soon. Jim told the new Winnebago County Highway Commissioner was not in support of constructing a roundabout on 20th Ave. by Carl Traeger School because it is very expensive and the road would need to be realigned. He went on to say the commissioner was not in support of installing traffic signals there because it is an entrance/exit to a private entity. He explained currently if the Oshkosh Area School District wants to pursue this matter further, they will need to contact the county executive. Meeting with City Council and Plan Commission on Oshkosh Ave. traffic impact analysis Jim Collins Jim Collins told the Board there will be a joint meeting with City Council and Plan Commission on Tuesday, January 30, 2018 to discuss traffic impacts on Oshkosh Ave. after the new Oshkosh Corp. headquarter is built.
