HomeMy WebLinkAbout42. 18-63 JANUARY 23, 2018 18-63 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE CITY MANAGER PERFORMANCE EVALUATION FOR 2017 & 2018 COMPENSATION INITIATED BY: CITY COUNCIL WHEREAS, the Common Council previously approved an Employment Agreement for the City Manager which provided that the Council together with the City Manager would develop a Performance Evaluation Process for yearly evaluations of the City Manager; and WHEREAS, the Council approved a Handbook for Evaluating the City Manager; and WHEREAS, the Council has completed its evaluation of the City Manager in accordance with the Contract and Handbook and met with the City Manager to review his performance for 2017. NOW, THEREFORE, BE IT RESOLVED that based upon the Council's review and consideration of compensation provided in the marketplace for this position, the annual salary of the City Manager shall be adjusted by 2.5% to $148,625 effective for the pay period encompassing January 1, 2018. City Manager Council Feedback For the Year 2017 The City Manager continues to work hard for the city and its citizens; he continues to remain focused on both details and the strategic plan for the city. 2017 was a challenging year for the City Manager and staff. The year started out with the Arena project followed up by the Oshkosh Corp project, the Trans load facility, he demonstrated the ability to continue to move forward with the work on these projects yet keeping the strategic priorities and the vision of the City, while making sure that he and staff provide the needed services to the city and its citizens. The Council understands 2017 saw significant challenges with the budget and levy restraints imposed on the city from the state budget, yet with diligent work by Mr. Rohloff, Finance Director Larsen and staff, the City was able to approve a balanced budget, add a police officer a fire Lieutenant and a fire fighter, along with a human resource generalist to its staff. The city continues to improve its street and storm sewer issues plus we have added several significant TIF's this past year to help improve the City of Oshkosh infrastructure. The Council understands there will be many challenges ahead, but we are confident in the City Manager's ability to continue to deal with these issues, working with staff to make some minor adjustments in policy and procedural areas. The Council has confidence in Mr. Rohloff to continue to move the City of Oshkosh forward and will continue to make Oshkosh competitive in Northeast Wisconsin and continue to make Oshkosh a great place to live, work and play. The Oshkosh City Council has approved a 2.5% pay raise retroactive to the first of the year for 2018 bringing his salary to $148.625. There will be no changes in the City Managers benefit package. The City Managers contract will be in retroactive to January 1, 2018. 2018 CITY MANAGER GOALS 1. Council wants a comprehensive look at City owned facilities for the long term. Will our current facilities meet the cities needs 5-10-15 years from now. If not, what process or plans will need to be implemented for the future building needs of the city. 2. Work with the Chiefs of the Fire Department and the Police Department to put a plan in place for the next 5 budget cycles to add personal to their departments as their needs arise to be implemented in future budgets to assist the Council in decision making on staff needs. *It may make sense to look at staffing levels throughout the organization to see if there are areas that could be cut or areas that may need to expand due to the lack of personal. 3. Work with staff to do a current inventory of the city owned Industrial Development and Business Park land, What is the status of the land is it shovels ready? How many total sites do we have? Then work with staff. GO EDC, Realtors, and Chamber to develop an aggressive marketing plan to bring in more companies and to work on business expansion. 4. Work with staff to update our current housing stock and the assessment of that stock. Identify areas of the city for neighborhood revitalization. Meaning are there blocks we should be buying, rehabbing the block or if need be completely tear down what needs to be done to develop the area. Then work with staff to put a RFP together to complete this project. As a whole Council wants to see a aggressive package to improve single family housing in Oshkosh.
