PURPOSE: APPROVE AMENDMENT TO ENGINEERING SERVICES
AGREEMENT FOR DESIGN&BIDDING SUPPORT SERVICES FOR
MARY JEWELL SANITARY LIFT STATION/AECOM TECHNICAL
SERVICES, INC. ($21,750.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services for Mary Jewell
Sanitary Lift Station; and
WHEREAS, additional services were required including additional architectural
enhancements.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16
of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is
approved and said City officials are authorized and directed to take those steps necessary
to implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Engineering Services Agreement for Design and Bidding Support Services for
Mary Jewell Sanitary Lift Station / AECOM Technical Services, Inc. (AECOM) ($21,750)
BACKGROUND
A professional services agreement with AECOM for design and bidding support services for the Mary Jewell Sanitary Lift
Station was approved by the Common Council on March 28, 2017. At the December 9, 2017 Common Council meeting, the
Common Council approved the architectural design of the building, including several enhancements requested by the Plan
Commission. Those architectural enhancements included the addition of grass pavers, addition of five (5) dormers and
increasing the size of a previously -included dormer, addition of horizontal bands of rock veneer and sills, addition of rock
veneer and sill around twelve (12) support posts, reduction of the roof line height by twenty four inches (24"), and the addition
of wood siding to the gable ends. Due to these additional requirements of the Plan Commission, additional services were
required of AECOM.
ANALYSIS
The additional services include preparing conceptual renderings of a re -design, attending a design workshop and follow-up
Plan Commission meeting for review and approval of the architectural design, re -designing the building exterior, and
incorporating these changes into the Construction Documents.
FISCAL IMPACT
Staff has reviewed the amendment and the costs. The amount of this agreement amendment is $21,750. This will raise the
total agreement amount to $246,581 (not to exceed). Funds for this project are included in the Sanitary Sewer section of
the 2017 Capital Improvement Program. In the memo included with the architectural design approval resolution, these
additional costs were identified.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including
engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and in
accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this amendment.

Amendment Request No. 1 for Additional Design and Bidding Support Services for the Mary Jewell Lift Station, City
Resolution No. 17-126
Dear Mr. Rabe,
AECOM Technical Services, Inc. (AECOM) is proposing an amendment to the agreement dated March, 23, 2017,
OPP-6029086, for additional services related to the design of this project.
The additional design services include:
1. Redesign of the Building Exterior. During their review of the architectural design, the Plan Commission (PC)
requested significant changes be made versus what had been accepted by the Advisory Parks Board, and
recommended by Parks Department and Planning Services Division staff. AECOM prepared conceptual
renderings of a redesign, attended a design work shop and follow up PC meeting for review and approval of
the architectural design. Changes to the exterior building design included the following:
a. Addition of grass pavers in lieu of a portion of the concrete driveway.
b. Addition of five dormers and increasing the size of one previously included in the design.
c. Addition of a horizontal band of rock veneer in lieu of concrete masonry block.
d. Addition of second level of a horizontal band of rock veneer and sill.
e. Addition of rock veneer and sill around 12 support posts.
f. Reduction of the roof line height by 24 inches.
g. Addition of wood siding in lieu of cement board to the gable ends.
2. Incorporation of all items listed above into the Construction Documents
a. Revise construction drawings to reflect the changes
i. Revise four (4) drawings
ii. Review additional features for construction interferences
b. Review code compliance and submit for amended building permit
i. Review and update building structural design calculations
Additional Proposed Buddet
We are requesting that the time and materials not to exceed budget be increased by $21,750. This increase in budget
will cover the additional services required for this project as described above.
The services provided will be performed in accordance with the approved Fee Schedule and conditions of the General
Conditions of Service — City of Oshkosh, April 2009, which are expressly incorporated into, and are an integral part of,
our agreement for professional services. AECOM will invoice these services immediately upon receipt of the signed
Amendment Authorization Form (attached).
