HomeMy WebLinkAbout25. 18-46 JANUARY 9, 2018 JANUARY 23, 2018 18-20 18-46 ORDINANCE FIRST READING SECOND READING CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: CREATE PREMIER ECONOMIC DEVELOPMENT DISTRICT / SAWDUST DISTRICT INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, Wisconsin Statute Section 125.51(4)(u) allows municipalities to create a Premier Economic Development District; and WHEREAS, up to two "Class B" combination liquor licenses are available for issuance in connection with an economic development project within a Premier Economic Development District in addition to a municipality's "Class B" quota; and WHEREAS, the City has developed a redevelopment plan for the Sawdust District area, generally composed of the area south of the Fox River, adjacent to and east of Main Street to Winnebago and North of South Park Avenue; and WHEREAS, the establishment of a Premier Economic Development District in the City of Oshkosh in and near the Sawdust District as defined in Exhibit "A" to this Resolution is consistent with the requirements of Wisconsin Statutes for the creation of a Premiere Economic Development District; and is consistent with the Redevelopment Plan for this area and the City's Comprehensive Plan; and will allow for additional opportunities for economic development in this area. SECTION 1. A Premier Economic Development District under Wisconsin Statute §125.51(4)(u) is hereby established within the City of Oshkosh. The boundaries of the Premier Economic Development district shall be described in the attached "EXHIBIT A". SECTION 2. The fee for an initial issuance of a "Class B" Combination license available within the Premier Economic Development District shall be $30,000. The City Clerk, upon approval of the Common Council, may issue two (2) "Class S" Combination Licenses, which shall be in addition to the number of licenses authorized for the City of Oshkosh pursuant to the statutory quota to be used within the District. SECTION 4. Publication Notice. Please take notice that the City of Oshkosh enacted Ordinance #18-46 Create Premier Economic Development District/ Sawdust District on January 23, 2018. This ordinance creates a Premier Economic Development District consisting of 39.36 acres, generally located south of the Fox River along South Main Street east to the CN Railroad Tracks and along the west side of South Main Street from E. 111h Avenue to E. Th Avenue and including parcels north of Th Avenue between Nebraska and Main Streets. The Premiere Economic Development District allows the City to issue two additional "Class S" liquor licenses within the District in addition to the City's overall liquor license quota. TO: Honorable Mayor and Members of the Common Council FROM: Kelly Nieforth, Economic Development Services Manager DATE: January 3, 2018 RE: Approve Premier Economic Development District BACKGROUND Effective June 1, 2016, municipalities in Wisconsin are allowed to establish a Premier Economic Development District (PEDD) and issue up to two "Class B" Reserved liquor licenses within the PEDD at a cost of no less than $30,000 each to the applicant. Requirements to establish the PEDD include: District may not exceed 40 acres; district must be contiguous; the district cannot include property that is zoned exclusively for single-family residential, two-family residential, or industrial uses; only one PEDD can be created in a municipality; the district must have future development that would be valued at or above $20 million dollars; and requires 2/3 vote of the Common Council to adopt. ANALYSIS The City of Oshkosh's consideration for a Premier Economic Development District (PEDD) is a new means of attaining additional liquor licenses within the South Shore Redevelopment Area and the Sawdust District. The City of Oshkosh has met all the above requirements from the state statutes. The property proposed for the PEDD totals 39.36 acres, the potential value of new construction in the proposed district totals $28,322,500, and no property within the proposed district is zoned exclusively residential or industrial. The subject area consists of approximately 39.36 acres of the South Shore Redevelopment Area and the Sawdust District, south of the Fox River, north of E. 141h Ave, west of Lake Winnebago and east of Nebraska Street. This will have a positive economic impact on the South Shore Redevelopment Area and the Sawdust District which will encourage additional private investment. Currently the 2017 real estate assessment in the District is $6,906,000. Taking into consideration the Menomonee Nation Arena that is presently being constructed, along with proposed redevelopment of the Granary, Tap House, and 851 S. Main Street, I would estimate the future assessment of the district to be assessed around $28,322,500, or an increased assessment of $22,226,500. Once these projects are finalized and I have had a chance to review them, a more formal number can be shared. I am including a spreadsheet that shows the current and future assessments from which these amounts have been arrived at. I hope this information is useful in your project.
