PURPOSE: MODIFY PARKING REGULATIONS ON 9TH AVENUE
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
9TH AVENUE
Add Thereto: No parking, both sides, from Reichow Street
to Knapp Street
Remove therefrom No parking, south side, from Reichow Street to
240 feet west of Sawyer Street from 5:00 a.m.
to 6:00 p.m. Monday through Saturday, except
New Year's Day, Memorial Day, Fourth of
July, Labor Day, Thanksgiving Day, and
Christmas Day; No parking, south side, from
Sawyer Street to 250 feet west of Knapp Street
from 5:00 a.m. to 6:00 p.m., Monday through
Saturday, except New Year's Day, Memorial
Day, Fourth of July, Labor Day, Thanksgiving
Day and Christmas Day; No parking, north
side, from Reichow Street to 250 feet west of
Knapp street from 5:00 a.m. to 6:00 p.m.,
Monday through Saturday, except New Year's
Day, Memorial Day, Fourth of July, Labor

SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice
Please take notice that the City of Oshkosh enacted ordinance #18-43 (A GENERAL
ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE
OSHKOSH MUNICIPAL CODE PERTAINING PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS) on January 23, 2018. The ordinance prohibits
parking on 9th Avenue from Reichow Street to Knapp Street.

RE: Ordinance 18-16 modify parking on 9th Avenue
BACKGROUND
This ordinance removes parking on both sides of 9th Avenue, from Reichow Street to Knapp
Street, Monday through Saturday after 6 p.m. till 5 a.m. and all day Sunday and holidays
between Reichow Street and Knapp Street. Traffic Review Advisory Board (TRAB)
recommends approval (6-0).
ANALYSIS
Ninth Avenue is 42 feet wide in this section of road. The TRAB has discussed this area as a
good candidate for a road reconfiguration with one travel lane in each direction and a shared
left turn lane. OPD officers and residents have expressed support for a reconfiguration in this
area as well. The road is currently striped as one very wide 21 foot lane in each direction
which leads many motorists to drive this area as if it were a 4 lane road. The recently
completed Downtown Corridors Plan also recommends a road reconfiguration in this area.
The first step to a road reconfiguration is to remove parking. The TRAB voted in favor of
removing parking with the caveats that a road reconfiguration is implemented along with a
solid white line be painted 3 feet from the curb (similar to Murdock). In essence, there would
be 3 feet striped off, an 11 foot travel lane in each direction and a 14 foot shared left turn lane.
FISCAL IMPACT
The fiscal impact of this ordinance is the cost of signage, paint removal and repainting. The
cost would come out of the 2018 Sign Department operational budget.
RECOMMENDATION
Section 27A-11 of the Municipal Code pertains to parking regulations on designated streets
and alleys. I recommend that the Common Council approve this ordinance.
