PURPOSE: APPROVE LABOR AGREEMENTS WITH OSHKOSH
PROFESSIONAL POLICE OFFICERS ASSOCIATION (OPPA),
OSHKOSH POLICE SUPERVISORS ASSOCIATION (OPSA),
INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS (I.A.F.F.)
LOCAL 316, OSHKOSH FIRE DEPARTMENT CHIEF OFFICERS
(OFDCO), AND AMERICAN FEDERATION OF STATE, COUNTY,
AND MUNICIPAL EMPLOYEES (AFSCME) LOCAL 796 TRANSIT
FOR YEARS 2018, 2019 & 2020
INITIATED BY: ADMINISTRATIVE SERVICES DEPARTMENT
WHEREAS,the City of Oshkosh and the OPPA;OPSA;I.A.F.F.Local 316;OFDCO;
and AFSCME Local 796 Transit previously negotiated Working Conditions Agreements
for calendar years 2015-2017; and
WHEREAS,the parties have reached tentative agreements making certain changes
to their respective labor agreements and each bargaining unit has ratified those changes
to the agreements for years 2018, 2019 & 2020; and
WHEREAS, staff is recommending that the Common Council also approve the
changes to the agreements as proposed.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the attached changes to the current labor agreements for the Oshkosh
Professional Police Officers Association(OPPA);Oshkosh Police Supervisors Association
(OPSA); International Association of Fire Fighters (I.A.F.F.) Local 316; Oshkosh Fire
Department Chief Officers (OFDCO); and American Federation of State, County, and
Municipal Employees (AFSCME) Local 796 Transit are approved and the proper City
officials are authorized and directed to enter into appropriate agreements for these
purposes, any changes in the execution copies being deemed approved by their
respective signatures, and said City officials are further authorized and directed to take
those steps necessary to implement the terms and conditions of the labor agreements.

RE: Labor Agreement Approvals for 2018-2020
The City has reached tentative agreements with the Oshkosh Professional Police Officers
Association (OPPA); the Oshkosh Police Supervisors Association (OPSA); the International
Association of Fire Fighters (I.A.F.F.) Local 316; the Oshkosh Fire Department Chief Officers
(OFDCO); and the American Federation of State, County, and Municipal Employees (AFSCME)
Local 796 Transit. These agreements have been approved by the respective membership of each
group for the contract years of 2018, 2019 & 2020. A brief synopsis of agreement elements
include:
1) The following across the board wage increases for each respective group:
a. OPPA: 2.5% in 2018, 2% in 2019, and 2.5% in 2020.
b. OPSA: 2.5% in 2018, 2% in 2019, and 2.5% in 2020.
c. I.A.F.F.: 2.5% in 2018, 1.5% in 2019, and 3% in 2020.
d. OFDCO: 2.5% in 2018, 1.5% in 2019, and 3% in 2020.
e. AFSCME: 1.5% in 2018, 2% in 2019, and 2% in 2020.
2) Increased health insurance caps in 2018, 2019, & 2020 to insure that accurate current &
future employee premium share contributions are made.
3) Participation in the dental plan beginning in 2018 for AFSCME, & in 2019 for all other
groups.
4) Shift differential pay parity for OPPA with all other city employees in 2018; special
event overtime calculation parity for I.A.F.F. with OPPA in 2019; and elimination of
compensatory time options beginning in 2018 for all affected groups.
5) Clothing allowance, team recognition, and contract language updates.
Included in this packet are each of the conceptual tentative agreements as well as the total
fiscal impacts of any items associated with the agreements. Please let me know if you have

TENTATIVE AGREEMENT

OSHKOSH PROFESSIONAL POLICE ASSOCIATION
December 21, 2017
1. Shift Differential Schedule A: Effective 2018 Delete $.25 Add $.50.
2. Article IV Compensatory Time: Add @a the end of sentence #1: "with the exception of special
event overtime, which must be taken in pay." Note: The parties will work to establish the most
efficient means possible to automate this process.
3. Call -Ins: Add: K-9 Officers (3.5 hours call-in pay).
4. Article III Uniform Maintenance, Paragraph 94, Delete $200 and insert $550.
S. Article VI. Authorized Absence, B. Vacation Leave, Page 8-9 of CBA.
Paragraph 1, strike "Vacation may be taken off in four (4) hour blocks or more."
Replace with: "Any vacation time requests that are not prescheduled during the selection
process are individually subject to supervisory approval."
Paragraph 4, strike "This process will then be repeated until each person has chosen his t her
entire vacation schedule.
Add @ the end of the paragraph: "This process will then be repeated until each person has
chosen his l her entire vacation schedule in increments no less than one day. If the employee
wishes, they may hold 7 days in abeyance to be taken in no less than hourly increments
throughout the year, subject to supervisory approval.
6. Insurance Benefits:
Mode
ARTICLE VIII:
A. Insurance Medical Benefits Plan.
The Employer shall provide health coverage.
Health Risk Assessment (HRA): Employee participation in the City's Health Risk Assessment
(HRA) program is voluntary. To receive the preferred premium contribution rate, the employee
must participate in the HRA.
Participation by the employee's spouse in the HRA is encouraged but not required. Participation
in the follow-up coaching program is recommended and is offered on a voluntary basis.
The City reserves the right to offer an HRA and select the HRA administrator in its sole
discretion. The City shall pay for the costs to provide the HRA. In the event the City elects to
discontinue the HRA program, employees shall contribute the preferred employee health
insurance rates.
1. Emnlovee Contributions With Health Risk Assessment (HRA).
Effective January 1, 2018, employees will contribute up to 12% up to a maximum of $132.01 per
month towards single; $247.57 per month towards dual and $305.33 per month towards the
family premium equivalents.
Effective January 1, 2019, employees will contribute up to 12% up to a maximum of $142.58 per
month towards single; $267.38 per month towards dual and $329.76 per month towards the
family premium equivalents.
Effective January 1, 2020, employees will contribute up to 12% up to a maximum of $153.98 per
month towards single; $288.77 per month towards dual and $356.14 per month towards the
family premium equivalents.
2. Emblovee Contributions Without Health Risk Assessment (HRA):
Effective January 1, 2018, employees will contribute up to 15% up to a maximum of $165.02 per
month towards single; $309.46 per month towards dual and $381.67 towards the family premium
equivalents.
Effective January 1, 2019, employees will contribute up to 15% up to a maximum of $178.23 per
month towards single; $334.22 per month towards dual and $412.21 towards the family premium
equivalents.
Effective January 1, 2020, employees will contribute up to 15% up to a maximum of $192.48 per
month towards single; $360.96 per month towards dual and $445.18 towards the family premium
equivalents.
Note: Health insurance premium contributions are actually made one month prior to the
effective dates shown.
Insert new letter B. Dental Insurance: Effective 2019: Employees may participate in the dental
plan at the same level of benefits and premium share as offered and provided to non -represented
employees. Re -letter ICI, Life Insurance and Section 125 Plan.

A. Emnlovee Contributions With Health Risk Assessment (HRA).
Effective January 1, 2018, employees will contribute up to 12% up to a maximum of $132.01 per
month towards single; $247.57 per month towards dual and $305.33 per month towards the
family premium equivalents.
Effective January 1, 2019, employees will contribute up to 12% up to a maximum of $142.58 per
month towards single; $267.38 per month towards dual and $329.76 per month towards the
family premium equivalents.
Effective January 1, 2020, employees will contribute up to 12% up to a maximum of $153.98 per
month towards single; $288.77 per month towards dual and $356.14 per month towards the
family premium equivalents.
B. Enmlovee Contributions Without Health Risk Assessment (HRA):
Effective January 1, 2018, employees will contribute up to 15% up to a maximum of $165.02 per
month towards single; $309.46 per month towards dual and $381.67 towards the family premium
equivalents.
Effective January 1, 2019, employees will contribute up to 15% up to a maximum of $178.23 per
month towards single; $334.22 per month towards dual and $412.21 towards the family premium
equivalents.
Effective January 1, 2020, employees will contribute up to 15% up to a maximum of $192.48 per
month towards single; $360.96 per month towards dual and $445.18 towards the family premium
equivalents.
Note: Health insurance premium contributions are actually made one month prior to the
effective dates shown.
Insert Dental Insurance after health insurance contributions B Section: Effective 2019:
Employees may participate in the dental plan at the same level of benefits and premium share as
offered and provided to non -represented employees. Re -letter ICI, Life Insurance and Section
125 Plan.

1. Under #5 Special Teams Pay in wage table, Add: Airport Rescue. (This team is
comprised only of employees permanently assigned to Station 14).
2. Under #5 Special Teams Pay in wage table, Add. Fire Investigation Team. (This team
is limited to four line personnel, Lt Instructor and Lt Inspector).
3. Article V11 A. Overtime 10b. Delete 106, Insert effective 2019; 92, effective 2020; 80.
Effective 2019 10a. Replace "top pay" with "current pay step when earned".
Delete: If the individual elects to take compensatory time he or she receives 1 Y2 times
the number of hours worked. Replace with: All overtime worked for special events must
be taken in pay.
4. Eliminate "first in line" for paid leave request. If no time slot is open on day of request it
is simply denied.
5. Vacation: Starting in 2019:
Modify Article X111 to incorporate the following concepts:
a. Vacation/Paid Holidays; a fourth round of paid leave picks will take place as part
of the vacation selection process. In this round, only paid holidays will be
selected.
b. Employees assigned to the same shift, will be allowed to trade vacation days
once established.
c. Insert in paragraph #2 after sentence #1: Effective 2019; During the months of
June, July and August no more than five (5) employees will be on vacation.
6. Overtime: Starting in 2018:
Modify Article V11, A. Overtime to incorporate the following:
Add between current #3 and #4; When a vacancy occurs with forty-eight (48) hours
or less notice, overtime will be offered to personnel in the appropriate category via
text message. Personnel will have fifteen (15) minutes to apply with affirmative
interest. Awarding of the overtime will then be given to the employee that responded
with the greatest seniority, least number of hours. The City is not responsible for
phone malfunctions.
7. Add at the end of paragraph two, Article IV
Lt Inspector and Lt Instructor may be moved to a 56 hour work week for a minimum of 2
week periods and a maximum of three times per year, not to exceed six calendar weeks
per year. Both positions would be placed back to the position from where they were
promoted during the 56 hour work weeks.
8. Under Exhibit A in Wage Table:
In pay range 2 add; EMS Shift Coordinator. The 2017 bi-weekly amount will be
$2,751.12 and monthly amount will be $5960.76.

Remove: Any compensatory time not cashed out in March, June, September, and
December of the year earned or not used by January I of the following year shall be paid
in cash at the rate of time and one-half (1 1/2) of the rate in effect at the time earned, in
February of the following year. Employees shall have the option of notifying the
Employer of their intent to use compensatory time after January I in which case payment
for any time off not taken by April I shall be paid in cash in April at the rate in effect at
the time earned. It is the intent of this paragraph that the employee shall receive only one
check either in February or April.
Add: Employee's compensatory time accumulates on a calendar basis with all end of
year balances paid out at year end, annually.

ARTICLE VIII:
A. Insurance Medical Benefits Plan.
The Employer shall provide health coverage.
Health Risk Assessment (HRA): Employee participation in the City's Health Risk Assessment
(HRA) program is voluntary. To receive the preferred premium contribution rate, the employee
must participate in the HRA. Participation by the employee's spouse in the HRA is encouraged
but not required. Participation in the follow-up coaching program is recommended and is offered
on a voluntary basis.
The City reserves the right to offer an HRA and select the HRA administrator in its sole discretion.
The City shall pay for the costs to provide the HRA. In the event the City elects to discontinue the
HRA program, employees shall contribute the preferred employee health insurance rates.

Effective January 1, 2018, employees will contribute up to 12% up to a maximum of $147.86 per
month towards single; $277.27 per month towards dual and $341.98 per month towards the
family premium equivalents.

month towards single; $310.54 per month towards dual and $383.02 per month towards the
family premium equivalents.
Effective January 1, 2020, employees will contribute up to 12% up to a maximum of $185.48 per
month towards single; $347.80 per month towards dual and $428.98 per month towards the
family premium equivalents.
2. Employee Contributions Without Health Risk Assessment (HRA):
Effective January 1, 2018, employees will contribute up to 15% up to a maximum of $184.82 per
month towards single; $346.60 per month towards dual and $427.48 towards the family premium
equivalents.
Effective January 1, 2019, employees will contribute up to 15% up to a maximum of $207.00 per
month towards single; $388.19 per month towards dual and $478.78 towards the family premium
equivalents.
Effective January 1, 2020, employees will contribute up to 15% up to a maximum of $231.84 per
month towards single; $434.77 per month towards dual and $536.23 towards the family premium
equivalents.
