PURPOSE: APPROVE 2018 SOFTWARE RENEWAL TO TYLER
TECHNOLOGIES, INC. FOR IASWORLD SOFTWARE AS A
SERVICE (SAAS) FOR IT DIVISION ($94,245.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh utilizes Tyler Technologies software for assessment
of real estate and personal property; and
WHEREAS, it is necessary to provide for annual updating and maintenance of this
system which is available only through Tyler Technologies.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to enter into an appropriate agreement for
software maintenance with:

Money for this purpose is hereby appropriated from:

RE: Approve 2018 Software Renewal to Tyler Technologies, Inc. for iasWorld Software as a
Service (SaaS) for IT Division ($94,245.00)
BACKGROUND
The assessor division utilizes Tyler Technologies iasWorld software to perform its assessment duties for
real estate and personal property tax valuations. This agreement is proprietary to the assessment
software system utilized by the city of Oshkosh.
ANALYSIS
The Tyler Technologies iasWorld annual software agreement is $94,245.00, billed quarterly. The City
Manager has approved this service agreement renewal.
FISCAL IMPACT
The annual total fiscal impact of this agreement for 2018 is $94,245.00. Funds for the 2018 iasWorld
agreement ($94,245.00) is allocated annually in the cloud -based computer services account (100-0110-
6407-00000) of the 2018 IT Operating Budget.
RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases
may be made without following a formal competitive bidding process when the purchase is from only
one source of supply or when standardization or compatibility is the overriding consideration. In
accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing
recommends the Common Council approve the 2018 software as a service agreement for $94,245.00 with
Tyler Technologies, PO Box 203551, Dallas, TX 75320-3551.
