PURPOSE: AWARD SID TO H.I.S. COMP LLC FOR CITY HALL ROOF
REPLACEMENT FOR GENERAL SERVICES DIVISION($101,392.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for roof
replacement for City Hall; and
WHEREAS,upon the opening and tabulation of bids,it appears that the following is
the most advantageous bid:

Total Sid: $101,392.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:
Acct. No. 323-0130-7214-06635 Property Improvement Fund - Buildings

RE: Award Bid to H.I.S. Comp LLC for City Hall Roof Replacement for General Services
Division ($101,392.00).
BACKGROUND
The City Hall roof system has five roof areas and has been monitored on our roof replacement schedule
that is coordinated by Specialty Engineering Group (SEG). The current City Hall roofs are 25+ year old
asphalt and ethylene propylene diene terpolymer (EPDM) roofing membrane widely used in low -slope
buildings. The City Hall EPDM roof systems have exceeded their service lives and have become
unreliable in protecting building resources from the elements. As such SEG's assessment determined all
five City Hall roof areas should be a priority in the 2018 CIP Roofing/HVAC Program. The roofs will be
adhered with new EPDM roof systems.
ANALYSIS
Working with SEG staff, Purchasing prepared bid specifications for this project. The bid was posted on
Onvia DemandStar and posted in the local newspaper. Bids were due January 11, 2018. The bid tab is
attached. Based on the bid review, it was the consensus of City staff that the low bid met all the minimum
bid requirements.
FISCAL IMPACT
The total fiscal impact for this bid is $101,392.00. The Council has allocated $500,000.00 in the 2018 CIP
for HVAC/Roofing projects. With the inclusion of this project and factoring in current/pending projects,
the 2018 HVAC/Roofing CIP fund has sufficient funds for this project. This project will be charged to
A/N# 323-0130-7214-06635.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to H.I.S. Comp LLC for $101,392.00.
