Preliminary Environmental Database / Records Review for 2018 Capital Improvement Projects in
Oshkosh, Wisconsin
Dear Mr. Rabe,
AECOM Technical Services, Inc. (AECOM) is pleased to submit this proposal to provide a preliminary
environmental database/records review for select City of Oshkosh 2018 Capital Improvement Projects.
These services are being provided to evaluate potential revisions to the geotechnical soil boring program
and potential additions to the contract special conditions. The anticipated streets or projects were based
on the Preliminary 2018 Capital Improvement Program (CIP) dated June 9, 2017. Specifically, the streets
or projects requested for this scope of work include:
• Oregon Street — West 8'h Avenue to West 16`h Avenue
• Court Street — Ceape Avenue to Washington Avenue
• Otter Avenue — State Street to railroad tracks (Broad Street)
• Washington Avenue — North Main Street to Broad Street
• Libbey/Nicolet Watershed/North Main Street Area Detention Basin — Reviewed for previous
project
• Jeld-Wen/Stringham Watershed Outfall Reconstruction — Reviewed as part of Chapter 30
Application
• East Parkway Avenue Watershed Detention Basin — Phase I Environmental Site Assessment
being completed under separate project
• Fernau Watershed Land Acquisition (South of Fernau Avenue between North Main Street and
Moser Street) — Reviewed for previous project
• Columbia Avenue Water Main Replacement —Algoma Boulevard to Vinland Street
• Roosevelt Avenue Water Main Replacement — Hamilton Street to end of cul-de-sac east of Crane
Street
• Minerva Street Water Main Replacement — Dead end south of Columbia Avenue to Linwood Avenue
• Punhoqua Street and Graham Avenue Sanitary Sewer Replacement — Punhoqua Street (from
Maple Avenue to Rainbow Drive) and Graham Avenue (from Punhoqua Street to North Eagle
Street) — A portion of this area was reviewed during the 2017 CIP Review

Vacated Arthur Avenue Sanitary Sewer Replacement —In easement (vacated Arthur Avenue)
Please note that for the sake of completeness we have included all streets or projects based on the
Preliminary 2018 CIP dated June 9, 2017. Bolded projects are either previously completed, in progress, or
to be completed by others.
Scope of Work
Environmental Database/Records Review
For the CIP projects listed above, AECOM will conduct a search of the Wisconsin Department of Natural
Resources (WDNR) Bureau of Remediation and Redevelopment Tracking System (BRRTS), WDNR
Remediation and Redevelopment Sites Map, and Wisconsin Department of Safety and Professional
Services (formerly Department of Commerce) Storage Tank databases for sites/properties listed within or
adjacent to the project locations. If sites/properties are discovered in the databases that are adjacent to or
within the project locations, AECOM will review available online information provided in the database
systems to determine if there is a potential to encounter contaminated soil and/or groundwater during the
future construction activities. AECOM will also review Sanborn° Maps (that AECOM has available on file),
and A History of The City of Oshkosh Sanitation Department, Chapter 7 — Dumps and Landfills (Steve R.
Langkau, 1990) for sites within or adjacent to the construction limits.
Based upon the initial review of the information, AECOM will meet with the City of Oshkosh to provide
recommendations for soil boring locations and potential laboratory analyses to be incorporated into the
geotechnical soil boring program for these projects. Following this meeting, a map and summary table
showing the identified sites of concern will be provided to the City of Oshkosh. Digital information to be
used in geographic information system (GIS) mapping that includes the sites of concern and potential
areas of environmental impact will also be provided.
AECOM has included additional budget to assist the City of Oshkosh in permitting efforts required by the
WDNR for water main construction and/or replacement.
Geotechnical Drilling Oversight
AECOM will provide environmental services in accordance with the `Environmental Services Program
(Pre -Construction Screening and Construction Monitoring)' developed by the City of Oshkosh and will
include the following tasks:
1. AECOM will provide input during development of the request for proposal (RFP) for the Geotechnical
Engineering Services Contract based on the environmental records review;
2. AECOM will attend a pre -construction conference with the selected geotechnical driller to discuss
potential environmental impacts that may be encountered during drilling; and
3. AECOM will provide environmental oversight during the geotechnical drilling, including field screening
of the split soil samples collected by the geotechnical driller and review of the draft geotechnical
boring logs.
The level of environmental oversight provided by AECOM will depend on the potential sites of concern
identified during the environmental records review. AECOM will visit the geotechnical driller at least two
times per day to pick up split soil samples and review the draft geotechnical boring logs. Full-time
oversight will be provided during geotechnical drilling operations occurring in areas identified as having
potential environmental impacts.

Based upon the above scope of work, the estimated costs to provide a preliminary environmental
database/records review for the listed 2018 CIP streets/projects is $31,600. AECOM can begin the
research immediately upon receipt of authorization and anticipates that the work will be completed
approximately one month after receiving authorization.

Environmental Review Estimated Cost
$31,600
The estimated cost for the environmental support during geotechnical drilling is $43,200 and has been
developed using the level of effort required for similar oversight provided during the 2017 CIP geotechnical
drilling. The estimated cost for each street segment has been estimated based on AECOM's current
knowledge of the area and the anticipated level of effort required. Estimated costs also include laboratory
analyses and development of waste profiles for disposal on segments where AECOM anticipates
environmental impacts.

Environmental Oversight Estimated Cost
$43,200
The services described in this proposal will be provided on a time and materials basis per the Negotiated
Fee Schedule. AECOM will not exceed the above estimate without your authorization and approval. The
services provided will be performed in accordance with the conditions of the 2009 City of Oshkosh
Negotiated General Conditions of Service (attached), which are expressly incorporated into, and are an
integral part of, our contract for professional services, and the attached Commercial Terms. The project

will be invoiced by assigning a task per street which will be matched to respective budget for City tracking
purposes. The estimated costs per contract are presented below.
To initiate this work, please sign the attached Authorization to Proceed and email a copy to
Paul.timm@aecom.com. Our understanding is that the City of Oshkosh will also issue a purchase order
(P.O.) for all approved tasks. Please reference the AECOM proposal number, OPP-703678 in the P.O.
that is forwarded to the AECOM Oshkosh, WI Office. We look forward to working with you and providing
