RE: Provide Direction to Staff Relating to Court Street Reconstruction
BACKGROUND
Engineering Division staff have continued to work on the proposed street layout and design for the
Court Street reconstruction. Court Street, north of Ceape Avenue, is in the approved Capital
Improvement Program (CIP) to be rebuilt at a constant 38' width. This allows for parallel parking on
each side of the street and an 11' travel lane in each direction. The Housing Authority has expressed
a desire to have angled parking reconstructed along the Court Tower frontage between Ceape Avenue
and Otter Avenue.
ANALYSIS
In order to accommodate the angled parking, the pavement needs to be widened by 11', to a total
width of 49'. The street also needs to be offset west within the right-of-way by three feet (3') to allow
for adequate space for items such as street lights, signs, and trees in the area adjacent to the widened
pavement. The enclosed figures show how the angled parking could be accommodated adjacent to
Court Tower and the resulting street offset for the entire street length. In the event angled parking is
not constructed, the street would be centered in the right-of-way.
The standard approach for street widening is for the City to special assess 100% of the additional cost
to construct the angled parking to the adjacent property owner, as it is a benefit to the abutting
property. The additional cost for the angled stalls, as shown between Ceape Avenue and Otter
Avenue, is estimated to be approximately $15,000 to $20,000. The cost to construct angled parking
between Waugoo Avenue and Washington Avenue would be an additional $15,000 to $20,000. The
Housing Authority and commercial property owners between Waugoo Avenue and Washington
Avenue have expressed that they do not want the angled parking if they must pay toward the cost.
Staff is seeking direction from Council on how to proceed with the final design. The first item is the
base width of the street. Court Street is proposed to be 38' wide in the CIP. Court Street is classified
as a collector street. The City's Comprehensive Plan identifies the standard width of collector streets
to be 36'.

The second item is the construction of the angled parking. Is the angled parking of enough value to
the City as a whole, that the City should pay for and construct the angled parking without assessing
the additional cost? The five (5) angled parking stalls north of the Court Tower driveway need to be
removed as there is a bus stop at this corner. These angled parking stalls conflict with the bus stop,
creating a safety hazard. The twelve angled parking stalls between Ceape Avenue and the Court
Tower driveway would be replaced with seven to eight parallel parking stalls, depending on how
well people park. Public Works staff met with the Parks Department, Fire Department, and
Transportation Department regarding removal of the angled parking. None of these departments
object to the removal of the angled parking. Parks Department staff noted this area is utilized during
Waterfest for parking, but did not express concern if these angled stalls were lost.
FISCAL IMPACT
If the angled parking is constructed between Ceape Avenue and Otter Avenue, as shown in the
enclosed figures, the additional cost is estimated to be between $15,000 and $20,000. The cost to restore
angled parking north of Waugoo Avenue is estimated to be another $15,000 to $20,000. Standard
procedure is to special assess these additional costs to the adjacent property owner, as it is a benefit to
the adjacent property. If the City chooses to special assess those costs in accordance with standard
procedure, there would be no net fiscal impact to the City. If the City decides to not special assess this
additional cost, then the City's cost would increase by the estimated $15,000 to $20,000 for each area
of angled parking.
RECOMMENDATIONS
Staff recommends following the approved Special Assessment Policy and hence the request of the
property owners to not install the angled parking. Staff also recommends constructing Court Street
as a 38' wide street, two feet (2') wider than the Comprehensive Plan recommends for a collector street.
