HomeMy WebLinkAbout06. 18-03 JANUARY 9, 2018 18-03 RESOLUTION (APPROVED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT SLIGHT DESIGNATION; AUTHORIZE REDVELOPMENT AUTHORITY TO ACQUIRE 948 WEST 4TH AVENUE ($19,000.00) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, the property owner has offered the property at 948 W. 41h Avenue to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 948 W. 41h Avenue is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property 948 W. 41h Avenue is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. JANUARY 9, 2018 18-03 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property for $19,000.00 and execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 303-0740-7208-16617 Housing and Neighborhood Development. TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: January 3, 2018 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Acquire 948 W. 41h Avenue ($19,000) (RDA recommends approval) BACKGROUND The RDA held a public hearing to hear comments on the proposed spot blight designation of the property at 948 W. 4th Avenue. The property is currently listed for sale and not within a designated redevelopment area and was spot blighted in order for the RDA to acquire it. The property is currently vacant and in need of demolition. This property is adjacent to the Sacred Heart Neighborhood Association. ANALYSIS The property is assessed at $15,100 for the land, and $28,700 for the house. Staff has inspected the building and found significant costs for rehabilitation, the costs of rehabilitation would far outweigh the value of the house. While not in a redevelopment area, the property is adjacent to the Sacred Heart Neighborhood Association and the lot size and location has good potential for redevelopment. FISCAL IMPACT CDBG grant funds are available for central city, scattered site blight removal. Upon demolition, the parcel would be offered for redevelopment. RECOMMENDATION The Redevelopment Authority recommended approval of the spot blight designation and acquisition of 948 W. 4th Avenue at its December 18, 2017 meeting.
