PURPOSE: APPROVE SPECIFIC IMPLEMENTATION PLAN AMENDMENT
FOR CONSTRUCTION OF A GARAGE BUILDING AT 500 SOUTH
OAKWOOD ROAD - MERCY MEDICAL CENTER

PLAN COMMISSION RECOMMENDATION: Approved w/conditions
WHEREAS, the applicant proposes to construct a maintenance garage and salt
storage shed along the eastern edge of the existing parking lot; and
WHEREAS, the Plan Commission finds that this amendment to construct a
maintenance garage and salt storage shed to the previously approved general and
specific implementation plan at 500 S. Oakwood Road is consistent with the criteria
established in Section 30-387(6) of the Oshkosh Zoning Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the amendment request to construct a maintenance garage and salt storage
shed to the previously approved general and specific implementation plan at 500 S.
Oakwood Road, per the attached, is hereby approved with the following conditions:
1) Final code compliant landscaping plan be submitted as part of the formal Site
Plan Review.

BACKGROUND
The existing development located at the northeast corner of W. 9th Avenue and S. Oakwood
Road consists of two parcels totaling approximately 41.5 acres. The subject site is currently
developed as Mercy Medical Center. Mercy Medical Center opened in 1991 and is zoned I -PD
under the 2017 zoning update. The 10 and 20 year Comprehensive Land Use Plans recommend
Public Institutional development for the subject site. The development is bounded by residential
uses to the north & west, commercial/office uses to the east and a mix of multi -family and a golf
course to the south. The applicant requests approval of a General Development Plan & Specific
Implementation Plan amendment to allow placement of new maintenance garage within the
existing Mercy Medical Center located at 500 S. Oakwood Road.
ANALYSIS
The property consists of the existing Mercy Medical Center facilities. The applicant is proposing
to construct a new maintenance garage and salt storage shed near the north east corner of the
existing rear parking area. The proposal includes the addition of a 55'x70' pre -fab metal
maintenance garage and a 28'x15' salt storage shed. The proposed use is permitted within the
underlying zoning district and is consistent with the City's Comprehensive Plan. The
construction will include removal of 23 existing parking spaces and relocating the existing
pedestrian trail around the new structures. The site currently has 1285 off-street parking spaces
whereas only 1050 are required by code, the loss of 23 spaces should not have an impact on the
site. A landscaping plan has been provided, however, it does not meet the current code
requirements and a modified plan will need to be submitted as part of the final Site Plan Review.
The Department of Public Works has reviewed the proposed project and a storm water
management plan is not required at this time. Building elevations have been provided as part

of the specific implementation plan. The development will be harmonious with the intended
character of the general vicinity and will not be detrimental to neighboring properties.
FISCAL IMPACT
Approval of the amended GDP/SIP as proposed will not require the provision of any additional
city services and the new garage and shed should add a very nominal value to the overall
property assessment rolls.
RECOMMENDATION
The Plan Commission recommended approval of the general development plan and specific
implementation plan with conditions at its December 19, 2017 meeting.

GENERAL INFORMATION

Property Location and Background Information:

ANALYSIS
Use
The applicant is not proposing any change of the principal use of the property, but requests
approval to construct a new 55'x70' pre -fab metal building and a salt shed along the periphery of
the eastern existing parking lot. The applicant intends to remodel an existing attached
maintenance building for other uses and then construct a larger maintenance garage to better suit
their needs. The applicant will also be rerouting the existing trail around the new structures.
Site Design
The applicant is proposing to construct a new 55'x70' maintenance garage along the eastern edge
of the existing parking lot. Approximately 23 parking spaces will be lost as a result of the project.
The project still exceeds the minimum number of required parking spaces. In conjunction with
the maintenance garage, the applicant is also proposing to construct a 28`x'15' salt storage shed.
The submitted site plan indicates that three existing trees will be removed to accommodate the
proposed structures and realignment of the pedestrian trail. Staff understands the need for the
removal, but the new structures will need to be landscaped per the code requirements.
Access and Circulation
No changes to the existing access and circulation are being proposed.
Parkin
The site currently has 1285 off-street parking stalls whereas 1050 stalls are required by code. The
loss of the 23 stalls should not have a detrimental effect to the site.
Signage and Lighting
No signage has been proposed as part of the project.
A lighting plan has been submitted and is in compliance with the ordinance requirements.
Landscaping
A landscaping plan for the site has been submitted with the application. As proposed the current
plan does not meet the minimum code requirements. Per the zoning ordinance 28 points of
foundation landscaping are required and 86 points of yard landscaping. A final code compliant
landscaping plan will be required as part of Site Plan Review
Storm Water Management
The Department of Public Works reviewed the request and noted, when Mercy Medical Center
was first constructed, the City required the management of only the peak discharge from the site.
The City's current storm water ordinance now includes water quality performance criteria for all

projects impacting 20,000 sq ft of impervious area. This phase of construction impacts only 17,424
sq ft of new and existing impervious area. Therefore, once an additional 2,576 sq ft of impervious
area is disturbed or added an updated storm water management plan will be required.
Building Elevations
The applicant is proposing to construct a pre -fab metal building with a concrete slab for the
maintenance garage and a timber built, metal fagade salt storage building. As the buildings are
located at the rear of the property and at the extreme end of the parking lot, staff supports the
proposed structures.
RECOMMENDATION/CONDITIONS
Staff believes that the development meets the standards set forth in Section 30-387 of the Zoning
Ordinance and will have a positive impact on surrounding land and will not be detrimental to
neighboring properties or the community as a whole. Staff also feels that the proposal reflects the
city's development and planning policies, enhances the appearance of the area and is
architecturally compatible with nearby and adjacent structures lending a positive contribution to
the physical appearance of land uses and buildings in the community.
Staff recommends approval of the proposed General Development Plan and Specific
Implementation Plan for the proposed maintenance garage and finds that the proposed
amendment is consistent with Section 30-387(C)(6)a-h with the following conditions:
1) Final code compliant landscaping plan be submitted as part of the formal Site Plan
Review.
The Plan Commission approved of the general development and specific implementation plan as
requested with conditions noted. The following is the Plan Commission's discussion on this item.
Mr. Lyons presented the item and reviewed the site and surrounding area as well as the land use
and zoning classifications in this area. He reviewed the location for the proposed structure on the
site as well as the site plan and discussed the elements of the maintenance garage and storage
building for the facility. He noted that the building would not be very visible as it is located in a
remote area of the site and the facility would lose some parking stalls for its development
however the site would still maintain adequate parking stalls to serve the use. He stated that the
landscaping plan was deficient and the plans will be required to be modified to meet code
requirements. He also reviewed the elevations for the structure and the conditions recommended
for this request.
Mr. Bowen questioned if there was no additional lighting proposed around the new structure.
Mr. Lyons responded that there was a photo metric plan submitted that met code requirements.
Mr. Bowen stated that he had concerns with if the additional lighting was adequate even if it met
code requirements as he wished to avoid creating a significant blind spot in this area of the
development.

Tom Laabs, Facility Director and Project Manager, stated that the lighting is totally surrounding
the building so it would be adequately lit and they would also have cameras installed in this area.
Mr. Thorns questioned if the impervious addition for this structure was addressed in regard to
storm water management requirements.
Mr. Lyons replied that the amount of disturbed area was under the threshold to require
additional storm water management.
Steve Gohde, Assistant Director of Public Works, indicated that staff reviews all developments to
ensure that storm water management facilities have adequate capacity and the city's code
requirements are met.
Mr. Thoms then questioned why there was no concerns regarding the construction of a large
metal building on the site as he felt it did not meet the city's standards for aesthetic purposes.
Mr. Lyons indicated that the site was zoned Institutional District and this district does not have
additional standards for building materials in the new zoning ordinance and the use of the
structure and location on the site was taken into consideration in this circumstance.
Mr. Thoms commented that he felt that these materials should not be allowed for the construction
of the maintenance facilities regardless of the code standards as it was in a planned development
overlay district.
Mr. Burich stated that the location of the structure on the site and the landscaping around it does
not lead to significant concerns from staff as to the aesthetic quality.
Mr. Thorns continued discussion regarding that the building was not aesthetically pleasing and
that the petitioner should be required to utilize the same design characteristics of the principal
hospital structure.
Mr. Borsuk arrived at 4:28 pm.
Mr. Lyons indicated that it was within the Commission's purview to request more architectural
features if they felt it were necessary.
Mr. Thorns stated that he felt it was too close to residential uses to be allowed to be constructed
with pre -fab metal materials as it could have a negative impact on surrounding properties.
Tom Laabs stated that the site was heavily wooded and that they have taken great measures to
match the colors with the existing structure and that it was important to look aesthetically
pleasing for their purposes as well.
Bryan Emrich, 427 W. 1711, Avenue, questioned how the Commission determined what was
aesthetically pleasing as the current use of that portion of the property is a parking lot.

Mr. Fcjtik explained that the Commission considers elements such as matching colors and
materials which is considered relevant to the structure being aesthetically pleasing and cohesive
to the other existing buildings on the site.
Board discussion continued regarding the standards that the Commission considers when
reviewing projects.
Mr. Emrich commented that the Commission considers not just the building itself but the
materials to be used on the exterior when reviewing development projects.
Mr. Burich discussed the location of the structure as well as other issues related to this
development and stated that there was not a hard and fast standard for this type of evaluation.
Motion by Vajgrt to approve a general development and specific implementation plan for placement
of a new maintenance garage building for property located at 500 S. Oakwood Road with the
following condition:
1) Final code compliant landscaping plan be submitted as part of the formal Site Plan Review.
Ms. Propp commented that the materials are going to be similar as well as the colors and she felt
it was an adequate distance from other properties that it should not have a detrimental impact.
Seconded by Hinz. Motion carried 9-0.

The proposed project at Mercy Medical Center is located on the existing parcel at 340 S Oakwood
Road. The City of Oshkosh re -zoned the property for ifercy Medical Center in September 1996
from R-1 Single Family Residence to C-1 PD Neighborhood Business Planned Development. This
re -zoning approval required that the owner must obtain Planned Development approval prior to
any new activity or construction taking place on the site.
The proposed project -,vill include the construction of a new maintenance garage building and a
salt storage shed located on the north cast side of the existing rear parking lot. These new
buildings will relocate the existing salt storage facility and maintenance garage & storage area. The
property is bordered on the north by an existing detention pond and vacant land zoned as
agricultural, as well as some residential, on the east by wetlands and land zoned public &
institutional, on the south by land zoned as residential and parks, recreation, and open space and
on the west by residential.
The maintenance garage will have dimensions of 55' x 70' and consist of a pre -fab metal building
with a slab on grade concrete foundation. The salt shed building will have dimensions of 15'x 28'
and will be constructed of timbers with a metal fa§ade and roof to match the maintenance
building. Both buildings are single story buildings and are consistent in design with the existing
facility.
The proposed building location will require minimal disturbance to the existing property. There
will be a minor parking lot reconfiguration to allow driveways into the new maintenance garage.
The proposed construction limits for the building and driveway areas will encompass a total of
0.40 acres within the existing property.
The existing hospital has been on this site since approximately 1991 and has been zoned. C-1 PD
since 1996. The addition of these new buildings will not have any adverse impact on the
surrounding areas or neighborhood and will not detract from the physical appearance and
functional arrangement of development in the area.
