RE: Professional Service Agreement with Tyler Technologies, Inc. for Annual
Maintenance for Commercial Assessment Services ($49,900)
BACKGROUND
The Community Development Department requested a professional services proposal from
Tyler Technologies, Inc. to provide annual maintenance for commercial assessment services in
2018. Tyler Technologies has been the City's commercial property contractor since 2013 and
has continued through the revaluation of 2016-2017. Based on the successful completion of the
revaluation and previous commercial appraisal assessment services, staff invited Tyler to
submit a proposal for services in 2018-2020 for annual maintenance of commercial appraisal
services. Luke Alger has been named the City Assessor and is providing oversight of the
Assessor's office.
ANALYSIS
City staff will continue to appraise residential property, gather personal property data, and
help customers and property owners with their assessment questions.
At the City's request, the Tyler Technologies' proposal included services to maintain and
assess all commercial properties and provide in -office services weekly or biweekly throughout
the year and during Open Book and Board of Review. City staff will continue to answer
assessment questions and schedule appointments.
Tyler Technologies will also continue to update more commercial property records, 350
records per year. The update will include a field visit to measure and verify dimensions,
inspect interiors, and update the listing as needed. Tyler's services will also include their work
on all commercial cases at Open Book and Board of Review in 2018.

Chapter 12 of the Municipal Code provides that professional services for a specialized nature
may be procured without use of formal quotes. In accordance with Section 12-16 of the Code, I
am hereby submitting this report regarding this professional services agreement.
FISCAL IMPACT
The contracted commercial assessment services would cost $49,900 and is budgeted in the
City's 2018 Budget. This contract is a decrease from $146,700 due to the completion of the
revaluation and the naming of Luke Alger as the City Assessor, effective January 1, 2018. The
proposed contract also includes a City option to extend the contract for up to two additional
years in 2019 and 2020. The proposed costs are $50,900 in 2019 and $51,900 in 2020. No action
for the option years is needed at this time.
