DECEMBER 12, 2017 17-616 RESOLUTION (CARRIED 4-3 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE ARCHITECTURAL DESIGN FOR CONSTRUCTION OF SANITARY LIFT STATION AT 1507 N. EAGLE STREET - MARY JEWELL PARK INITIATED BY: PUBLIC WORKS PLAN COMMISSION RECOMMENDATION: Approved WHEREAS, pursuant to Section 62.23(5) of the Wisconsin Statutes, the Plan Commission reviewed and recommends approval of the location and design of a sanitary lift station at 1507 North Eagle Street. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the architectural design of a sanitary lift station at 1507 North Eagle Street, per the attached, is hereby approved and that the proper City officials are authorized to undertake all necessary tasks with a purpose of constructing the sanitary lift station at 1507 North Eagle Street with the understanding that such further specific reviews and approvals will be appropriately sought as necessary under Wisconsin Statutes, the City of Oshkosh Municipal Code and policies. Eagle Street — Mary Jewell Park (Plan Commission recommends approval) BACKGROUND The subject site is located along N. Eagle St., north of Oshkosh Ave. It is currently used for Mary Jewell Park and Lakeshore Municipal Golf Course. Most of the park is managed grassy areas for the baseball field and golf course. The site has various structures and paved paths, but none are within the project boundary. The project area is surrounded primarily by residential uses as well as Lakeshore Municipal Golf Course to the north. This item was laid over by the Plan Commission at it October 17th meeting due to concerns regarding the architectural design of the structure and a workshop was conducted on November Th where design changes were proposed. ANALYSIS The proposed structure is a sanitary lift station with an attached park shelter and driveway and is being constructed to increase resilience of sanitary sewer system for this area, and reduce the likelihood of basement backups. The structure will be located on the eastern portion of the park along N. Eagle Street between the baseball field and the golf course. The pump house/park shelter is planned to be 2,371 square feet in size with 6,055 square feet of pavement located south and east of the building. The park shelter area will be attached to the building on the south side facing the baseball field. The petitioner is proposing to add grass block reinforced pavers, reduce the overall height of the structure, changing to natural rock veneer and a band of sill masonry on portions of the building, alterations to the gables, adding five additional dormers, and dropping the roof line to satisfy the requests of the Plan Commission to improve the aesthetics of the structure. Box 1 130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us FISCAL IMPACT At the October 24, 2017 meeting, the Common Council awarded the construction contract for the Mary Jewell Lift Station to Miron Construction Co., Inc. The Department of Public Works has coordinated with the contractor and design engineer to estimate the overall fiscal impact of the design changes requested by the Plan Commission. The overall fiscal impact to the construction cost is $108,500 - $125,500. This cost is further broken down as follows: Description of Change Construction Cost Fiscal Impact Revise roof dormers from one (1) to six (6) and increase size of dormers. $19,000 - $22,500 Replace Split Face Concrete Masonry Unit (CMU) with stone veneer. $23,000 - $24,500 Increase height of stone veneer, replacing cement board siding. $28,000 - $31,000 Add stone veneer and sill to wood posts. $22,500 - $24,500 Revise roof trusses to lower roof approximately two feet. $13,500 - $20,000 Replace cement board siding on gabled building ends with wood. $2,500 - $3,000 Total $108,500 - $125,500 In addition to the fiscal impact to construction costs, there will be a fiscal impact to the design contract as well. In order to incorporate all of the above changes into the plan set will require approximately $15,000. This is in addition to approximately $10,000 of additional work already completed in order to meet the requests from the Plan Commission. RECOMMENDATION The Plan Commission recommended approval of the architectural design of the proposed sanitary lift station at its November 21, 2017 meeting. He felt that the Parks Department and the Department of Public Works were both aware of the Commission's issues with the design of the previous structures. Mr. Gohde stated that he was not aware that the Commission had issues with the design as it has been used a number of times in the past for park structures and he was not sure what caused the delay with getting the item on the agenda for review. Lucinda Porter, 81 Myrna Jane Drive, stated that the community needs the lift station for flooding purposes and questioned how fancy the structure needs to be as long as it looks like a park structure. She felt it was not in a highly visible area and was hoping that this item can be approved today to address the flooding issues. Ms. Propp commented that the building is setback from N. Eagle Street but should require more intensive landscaping on the east side to screen it from the neighboring properties. The structure is not as close to Oshkosh Avenue to affect the concerns relating to the gateway corridor. Mr. Thoms stated that if the property to the north is developed, would we want this type of structure there and discussed the elevation design standards in this area that was just discussed with future developments. He felt we should hold off on voting on this request until we know what direction we are moving in for this area. He felt that the structure needs to be more appealing that what was currently being presented. Mr. Borsuk felt that the request should be included in the workshop discussion and acted upon at the following meeting and that the Commission should not make any recommendation at this time. Mr. Kiefer discussed that the bathrooms were being included for trail users and this area is notoriously wet and questioned what the whole plan entails. He felt we should be looking at the total needs for this area such as parking facilities, the baseball field, and trail use. He felt all these aspects should be considered and planned out rather than just the construction of the lift station. Mr. Burich stated that the scope of the request was for an architectural review only and not a planned development and that the Parks Department could address other issues in the grand scheme of planning for the park area. He further stated that if the Commission was requesting to layover the item, they need to provide further guidance on what they want to see for the structure. Mr. Bowen suggested that more dormers and attractive and decorative CMU could be added as well as spandrel glass windows to improve its appearance. He did not feel that the building was that objectionable however he was not satisfied with the building constructed in Menominee Park. He felt that it was constructed with boring stock materials and the flat roof line could also be broken up with more decorative elements but he liked the detailing on the gable ends and the Item — 1507 N Eagle Lift Station -Arch Review 4 use of the Douglas fir columns. He felt that the Commission needs to determine what they want and how much the city wants to spend on its construction and budget matters need to be considered. He did not feel there was much more that could be done with this type of structure and the mixed use of it as a lift station and bathroom facility. Mr. Borsuk questioned if the Parks Board reviewed this item. Mr. Gohde responded affirmatively and stated that they also reviewed the location which was chosen to save the mature trees in the vicinity and the Parks Board was satisfied with the appearance of the structure as it matches the other structures in other park areas. Mr. Borsuk commented that he felt the structure was industrial and cheap looking and extending the roof line does not help to improve its appearance. Ms. Propp felt that more intensive landscaping around the structure would improve its appearance and various materials could be used. She would like to see it upgraded a bit however the lift station needs to be constructed. Mr. Thoms stated that other things could be done to make it more aesthetically pleasing. He felt that we cannot expect developers to do what is included as part of the Imagine Oshkosh plans if the city does not step up with the quality of city built structures. He felt that the city needs to meet these standards as well if we expect developers to follow these requirements. Mr. Hinz suggested that the ground wall could be a different color as it appears to be a wall of grey and that adding a few gables could also be an improvement. Mr. Ford commented that the Commission should not lose track that the structure serves as a bathroom and a lift station so it is designed to serve its purpose. Mr. Borsuk discussed the process of looking at the development of this area and questioned how long it will take for the item to come back for review. Paul Timm, AECOM, stated that the direction that he was provided was to hide the sanitary lift station within the structure and that most lift stations are enclosed by a block style building with a flat roof. In this case, he was asked to combine the mixed uses of a bathroom and shelter with this facility and changes may be made however budget concerns must be considered. The bid opening was held this morning as the project was placed on the fast track due to the need for the replacement of the lift station. Mr. Borsuk commented that the Commission was not happy with the Boatworks structure and made this known to the city staff and Parks Department and suggested that the city should construct just the lift station and forgo the addition of the bathroom facilities. He stated that he did not understand how the Parks Department and the Department of Public Works did not hear the message last time that the Commission was not satisfied with this type of construction. He Item — 1507 N Eagle Lift Station -Arch Review continued to discuss the high grade development that was expected for this corridor and that the same should be provided by the city. He felt that the city needs to re -design this facility. Mr. Thorns stated that we do not have design standards for this type of facility however it does not have to look like a lift station or bathroom. He further discussed the city garage facility that was improved after the Commission's initial review and stated that we should have design standards for these types of facilities. He felt that making changes to the materials could improve the aesthetics. Mr. Borsuk suggested that the item be laid over for three meetings and in two meetings provide a rendering of what the facility will look like. Mr. Burich suggested that changes could be made and the item could be brought back to the next meeting for review. Mr. Gohde commented that the renderings provided are not accurate and the situation regarding the sanitary sewer repairs will not get corrected with the item being delayed. If the project has to be re -bid, it will have to be done soon or if there are no major changes, it could be worked out with the contractor that was already awarded the bid. Mr. Burich stated that if the request could be addressed by the November 71h meeting, we could hopefully keep the time frame intact and keep the project on schedule. Mr. Borsuk suggested that the Parks Department should be present for the next meeting. Motion by Borsuk to layover the architectural building plan for a proposed sanitary lift station at 1507 N. Eagle Street until the next meeting. Seconded by Vajgrt. Motion carried 9-0. Minutes of 11-21-17 Mr. Slusarek presented the item and stated that it was laid over from October to allow for the re- design of the structure to improve its appearance. He reviewed the site and surrounding area as well as the land use and zoning classifications in this area. He also reviewed photos depicting the original design and the re -designed versions for all facades. He explained that the recommendation to move the HVAC unit to the interior of the structure was not feasible and it was proposed to remain on the north end of the structure. He also discussed the removal of the louvers on the west wall which is proposed to remain as it would be too costly. Mr. Hinz commented that the landscaping on the south elevation appears to be removed on the photos for the re -designed version. Paul Timm, representing AECOM, petitioner for the request, stated that they are not proposing to remove any landscaping from the original submittal. Item — 1507 N Eagle Lift Station -Arch Review Mr. Bowen stated that if the louvers are to remain, what material would be utilized around them. Mr. Timm responded that it would be cement board that could be colored to match the structure or outstanding depending on the preference. Mr. Cummings questioned how visible the structure would be from Oshkosh Avenue. Mr. Kiefer responded that it appeared to be about 500 feet in his estimate. Ms. Propp stated that the petitioner did a commendable job on the re -design of the structure and hopes that the improvements do not prove to be too costly. Mr. Thorns inquired about the color scheme for the structure as it appeared to be grey. Mr. Timm replied that the exterior would be natural rock with grey or earth tones with aluminum style roofing and the color matching will happen during the submittal process. Mr. Thorns commented that he wants the structure to blend into the environment and he felt that grey would not be appropriate and more earth tones should be utilized. Mr. Timm explained that the renderings depict the structure as being grey however the colors utilized would not be as it appears. The City of Oshkosh plans to construct a new wastewater pump station to be known as the `Mary Jewell Lift Station The proposed pump station will be located at 1507 N Eagle Street, off of Wisconsin State Trunk Highway 21, near the US Highway 41 corridor. Improvements will be located in an un -utilized area of the park, between the baseball field and golf course. The proposed lift station is being constructed to increase resilience of sanitary needs for this area and prepare for future expansion in sanitary needs. ammssws= The property is currently utilized by the City of Oshkosh for the Lake Shore Municipal Golf Course and Mary Jewell Park. Most of the park is managed grassy areas for the baseball field and golf course. There are various structures and minimal paved paths associated with the golf course, but none are within the project boundary. Within the project boundary there is one golf course sign to be relocated and a stretch of ornamental wooden fencing to be temporarily removed for utility installation and replaced near the end of the project. The property is surrounded by single/multi-family residential properties to the south and east, suburban mixed use properties and the US Highway 41 corridor to the west, and the Fox River to the north. The project area is located on the eastern portion of the property and is bordered by residential areas across Eagle Street to the east, Lakeshore Municipal Golf Course to the north, and Mary Jewell Park to the west and south. The proposed structure is a sanitary lift station with an attached park shelter and driveway. A rain garden ditch is proposed to be constructed on the north, west, and south sides of the building to improve site drainage and contain native prairie species. The structure will contain three sanitary pumps rated for 300 gallons per minute (gpm) each with variable frequency drives to reduce on-off pump cycling. Room for a fourth 300 gpm pump is included to account for increased future sanitary pumping needs. Operation redundancy will be provided by designating two pumps as duty and one pump as standby. The average dry weather flow of 96 gpm will be met by one pump. Two pumps will be required for a 10 -year peak hour flow of 525 gpm. The new pump station and park shelter configuration includes the following: • Pump room for wet pit submersible pumps with adjustable -speed drives and flow metering. The pump room will include a below -grade wet well structure using poured in-place concrete construction. Floor hatches will be provided for access into the wet well. Wet well will accommodate future expansion of pump station capacity. • Electrical ( Control room with local control panel and redundant PLC controllers. The lift station will also have radio telemetry SCADA with remote monitoring and control. • Standby generator in the Generator Room fueled by natural gas. Covered picnic area. The new pump house and park shelter building will be located on the eastern portion of the property, adjacent to North Eagle Street, and is designed to have a floor area of 2,371 square feet (0.05 acres). The architectural features of the building will generally match the materials, equipment and colors of the newly constructed restroom facilities at Boatworks Riverwalk and Stevens Park. Pavement, approximately 6,055 square feet (0,14 acres), will generally be located south and east of the building. A park shelter area will be attached to the building on the south side, facing the baseball field. A concrete sidewalk will ring the building to provide access to respective entrances for the general public, parks department personnel and personnel associated with the operation of the sanitary systems. A concrete pad will be located northeast of the building to serve as an equipment pad. The concrete pad and sidewalk will cover approximately 2,136 square feet (0.05 acres) of the site, which gives a total of 10,562 square feet (0.24 acres) of impervious surface for the site. Existing landscaping is located along North Eagle Street and within the project vicinity. As part of the construction, a landscaped area, approximately 505 square feet (0.01 acres), will be located adjacent to the park shelter and will consist of 7 Iroquois Beauty Black Choke Berry plants. It is anticipated that one employee will occupy the building part time, twice daily. A specific parking stall has not been assigned within the pavement area, as this is not considered a parking lot. It is anticipated that the pump station and park shelter will generate minimal traffic, and parking for public use of the park and new park shelter will remain on North Eagle Street. In addition, certain design elements for the proposed pump station operations have been incorporated to minimize noise associated with the sanitary system due to its shared use as a park shelter and the presence of adjacent residential properties. Anticipated noise levels will be less than 85 decibels at all times. The pump station will run 24 hours a day, 7 days a week. The building will have exterior lighting for building access only. Glare and vibration are not anticipated. There will be a backup generator that will periodically run on a predetermined schedule during the day unless required for emergency power. The exhaust for the generator is directed upward through the roof and is baffled with a sound suppression system. Enclosed is one electronic copy of the site plan. Note that the City of Oshkosh performed the site survey, and ROW lines were not provided to AECOM. Therefore, property line bearings are not provided. Dimensions provided are taken from the City of Oshkosh GIS information and are assumed to be approximate. The GIS information was calibrated against several property pins that were located during the survey effort. In addition, a photometric plan has not been included. All the exterior lights are located in the soffit and are directed downward. They will be on a predetermined timer. The light fixture will be the same as provided in the Boatworks Rest Room facility.
