HomeMy WebLinkAbout25. 17-611 NOVEMBER 28, 2017 DECEMBER 12, 2017 17-576 17-611 ORDINANCE FIRST READING SECOND READING (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: DESIGNATE BIKE LANES ON BOTH SIDES OF WISCONSIN STREET FROM THE RIVERALK SIDEWALK CONNECTIONS ON THE NORTH SIDE OF THE BRIDGE TO IRVING AVENUE INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD AND BIKE AND PEDESTRIAN ADVISORY COMMITTEE A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A- 10.1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE LANES DESIGNATED The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Sections 27A-10.1 of the Oshkosh Municipal Code pertaining to bicycle lanes designated is hereby amended as follows: 27A-10.1 BICYCLE LANES DESIGNATED Add Thereto: Wisconsin Street from Irving Avenue to 450 feet south of Pearl Avenue. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #17-611 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-10.1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE LANES DESIGNATED) on December 12, 2017. The ordinance designates bike lanes on Wisconsin Street Irving Avenue to 450 feet south of Pearl Avenue (from Irving Avenue to the Riverwalk Sidewalk north of the Wisconsin Street Bridge). TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: November 22, 2017 RE: Approve Bicycle Lanes on Wisconsin Avenue BACKGROUND This ordinance designates bicycle lanes on Wisconsin Avenue, both sides, from the Riverwalk sidewalk connections on the north end of the bridge (450 feet south of Pearl Ave) to Irving Avenue. This request comes from the bicycle and pedestrian committee. The Traffic Review Advisory Board recommends approval (6-0). ANALYSIS Wisconsin Avenue was reconstructed at 54 feet wide in preparation for the eventual installation of two 4 foot bike lanes (5 foot bike lanes north of Church Avenue). This is also the reason for the curb cut outs on each side of the bridge that connect the river walk to the road. This route will connect the river walk to the bike lanes on High Avenue, Algoma Boulevard and Irving Avenue. The Bicycle and Pedestrian Advisory Committee is working to implement the Bicycle and Pedestrian Circulation Plan which was adopted by the Plan Commission on Aug. 16, 2011 and approved by the City Council on Sept. 27, 2011. The committee identified this as a priority connection. These bike lanes are included in the council adopted plan. Benefits of Bike Lanes - Bike lanes give Oshkosh residents an alternative transportation option. Dedicated bike lanes give bicyclists a designated location on the road, this makes it safer because drivers and bicycles have assigned locations More predictable - the solid white line indicates to drivers "Do Not Cross" • Most car trips made are traveling less than two miles — the cost of owning a car can be financially overwhelming. A complete bike network makes it possible to not a need a car for your primary means of transportation. • Fitness and Health — ultimately reducing the risk of medical problems associated with obesity. • Environmental — less emissions and less congestion • Bike lanes reduce motor vehicle speeds FISCAL IMPACT The fiscal impact of this ordinance is the cost of street painting and bicycle route signage. The street paint would come out of the sign department operational budget and the signage would come out of the bicycle CIP fund. RECOMMENDATION Section 27A-10.1 of the municipal code designates bicycle lanes. I recommend that the Common Council approve this ordinance.
