HomeMy WebLinkAbout06. 17-592 DECEMBER 12, 2017 17-592 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PURCHASE OF SELF-CONTAINED BREATHING APPARATUS TO FIVE ALARM FIRE&SAFETY EQUIPMENT FOR FIRE DEPARTMENT, WASTEWATER & WATER DIVISION / AUTHORIZE TRANSFER OF FUNDS AND AMEND 2017 CAPITAL IMPROVEMENTS PROGRAM ($521,838.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the Fire Department,Wastewater and Water Division are in need of self- contained breathing apparatus as the current equipment is nearing its maximum working life of 15 years; and WHEREAS, because of the nature of breathing apparatus, need for comfortable fitting and need for ease of use in emergency situations, Council approved waiving standard bid requirements to allow Fire, Water and Wastewater staff to review and test various types and brands of breathing apparatus and to make a recommendation regarding the purchase of the equipment; and WHEREAS, a committee of employees was formed and reviewed four different brands of breathing apparatus and concluded that the breathing apparatus from Mine Safety Appliances (MSA) best fit the needs of all departments and divisions; and WHEREAS, Five Alarm Fire and Safety Equipment is the only sole authorized distributor of MSA equipment; and WHEREAS, the total cost of this equipment for the Fire Department will exceed the amount budgeted in the 2017 CIP for this purchase and it is necessary to amend the CIP and authorize the transfer of funds from Acct. No. 217-0230-7204-20552 Fire/Safety Fund—Haz- Mat Team to the 2017 CIP for this purpose. DECEMBER 12, 2017 17-592 RESOLUTION G3NID NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-10 of the Oshkosh Municipal Code to purchase self-contained breathing apparatus from: FIVE ALARM FIRE AND SAFETY EQUIPMENT 350 Austin Circle Delafield, WI 53018-2171 Total: $521,838.00 BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that $129,829.00 is hereby authorized and directed to be transferred from Acct. No. 217-0230- 7204-20552 Fire/Safety Fund —Haz-Mat Team to Acct. No. 323-0230-7204-06726, the 2017 Capital Improvement Program, and the 2017 Capital Improvement Program, on file in the City Clerk's Office,is hereby amended with adjustments as listed in attached Exhibit"2". BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: December 5, 2017 RE: Approve Purchase of Self -Contained Breathing Apparatus to Five Alarm Fire and Safety Equipment for Fire Department, Wastewater Division and Water Division ($521,838.00) BACKGROUND At their April 11, 2017 meeting the Common Council approved waiving the purchasing requirements of Section 12-10 of the Oshkosh Municipal Code as appropriate to obtain self-contained breathing apparatus (SCBA) equipment that is best suited to the needs and budgetary requirements of the City. The current SCBA equipment is nearing its maximum working life of 15 years and wear and maintenance is becoming an issue. Fire Department personnel then developed a selection and specification committee that reviewed and field tested SCBA equipment available on the market. In addition to the SCBA equipment on fire apparatus, this project also sought to replace SCBA for the State -funded Regional Haz-Mat team and our Water and Wastewater Divisions as well. ANALYSIS The selection committee of Fire, Water and Wastewater staff reviewed four different brands of breathing apparatus through vendor presentations, review of specifications and actual field testing. Scoring and data was collected through all phases of the process and used to make the final selections. The process concluded that the breathing apparatus from Mine Safety Appliances (MSA) best fit the needs. Five Alarm Fire and Safety Equipment LLC of Delafield, WI is the sole authorized distributor of MSA equipment for Winnebago County, Wisconsin. FISCAL IMPACT The total fiscal impact for the SCBA equipment from Five Alarm Fire and Safety Equipment is $521,838.00. The Wastewater and Water Division have sufficient funds in their 2017 operating budgets for their portion of this purchase ($42,009.00). The 2017 CIP allocated $350,000.00 for the Fire Department SCBA, leaving a balance of $129,829, which represents the costs to provide separate SCBA units for the regional Haz-Mat team that we manage. Staff is recommending amending the 2017 CIP for the SCBA for a total funding of $479,829 to fund the differential in cost ($129,829) for the additional units being purchased for the Hazmat program.
