PURPOSE: MODIFY PARKING REGULATIONS ON NEW YORK AVENUE
INITIATED BY: TRANSPORTATION DEPARTMENT
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
NEW YORK AVENUE
Add Thereto: 15 MINUTE LOADING ZONE NORTH SIDE
FROM KENTUCKY AVENUE TO CENTRAL
AVENUE.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice
Please take notice that the City of Oshkosh enacted ordinance #17-578 (A GENERAL
ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE
OSHKOSH MUNICIPAL CODE PERTAINING PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS) on NOVEMBER 28, 2017. The ordinance
modifies parking regulations on New York Avenue from Kentucky Avenue to Central
Avenue.

RE: Create a Loading Zone for Student Drop -Off at Merrill School
BACKGROUND
This ordinance leaves the no parking and creates a loading zone on the north side in front of
Merrill School. New York Avenue was widened to 38 feet in this section of the road to
accommodate student drop off and pick up.
ANALYSIS
New York Avenue was intentionally built wider in this section to accommodate parents
picking up and dropping off students. This is the only place adjacent to the school that can
accommodate this. OPD and OASD recommend approval. They would like to have this
signed ASAP with winter approaching so I am requesting the second reading be waived.
FISCAL IMPACT
The fiscal impact of this ordinance is the cost of removing and then reinstalling signage. The
cost would come out of the Sign Department operational budget.
RECOMMENDATION
Section 27A-11 of the Municipal Code pertains to parking regulations on designated streets
and alleys. I recommend that the Common Council approve this ordinance.
