TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: November 22, 2017 RE: Create a Loading Zone for Student Drop -Off at Merrill School BACKGROUND This ordinance leaves the no parking and creates a loading zone on the north side in front of Merrill School. New York Avenue was widened to 38 feet in this section of the road to accommodate student drop off and pick up. ANALYSIS New York Avenue was intentionally built wider in this section to accommodate parents picking up and dropping off students. This is the only place adjacent to the school that can accommodate this. OPD and OASD recommend approval. They would like to have this signed ASAP with winter approaching so I am requesting the second reading be waived. FISCAL IMPACT The fiscal impact of this ordinance is the cost of removing and then reinstalling signage. The cost would come out of the Sign Department operational budget. RECOMMENDATION Section 27A-11 of the Municipal Code pertains to parking regulations on designated streets and alleys. I recommend that the Common Council approve this ordinance. Respectfully Submitted, Jim Collins Transportation Director Approved: c Mark A. Rohloff City Manager City Hall, 215 Church Avenue P.O.
