Discussion Item: 43 E. 7th Avenue Redevelopment Potential
The City Council and RDA received a memo from me last week regarding 43 E. 7 th
Avenue. The RDA is invited to discuss the current conditions and determine if and
when the current conditions should be changed through leasing and/or property sale.
In light of the Pioneer’s possible redevelopment, changes to the lease or possible sale of
the land could be premature and have significant negative consequences for the
redevelopment of the Southshore.

Background
Earlier this year,the City RDA acquired 43 E. 7th Avenue from CHAMCO and leased the
property to the current tenant, Advanced Military Packaging. The property was purchased in
accordance with the Southshore Redevelopment Plan (SRP) and TIF District #20 Project Plan.
The lease contains a 120-day notice for terminating the lease,should the RDA need to have the
building vacated.RDA also owns the old 40’railroad right-of-way bordering the property and
as shown on the attached map.
Analysis
Art Dumke was the first to express interest in the property when he was deciding whether to
obtain an Option on the Pioneer land. He indicated that the narrow strip of Decade property
was a critical part of the deal and would need to be combined with all the RDA land south to 8th
Avenue in order to create a viable redevelopment site. The Pioneer strip of land is only 75’ to
110’ wide, and cannot be redeveloped by itself. The Pioneer strip would be virtually useless
unless it is combined with the RDA land.The narrowness of the Pioneer strip and RDA railroad
tracks means they have to be combined with 43 E. 7th parcel.
I have also been in contact with Mr. Dumke this week, and he is still counting on combining the
Pioneer strip of land, the RDA railroad tracks and the 43 E. 7th Ave. parcel for a critical piece of
the redevelopment of the Pioneer. He asked that the City not make any decisions on selling 43
E. 7th for at least two more months due to his on-going negotiations.
In the meantime, City staff has received inquiries into the property from multiple parties. The
parties have expressed interest in new uses for the property including renovation of the space
into offices and showroom for a local business that is expanding, the demolition of the building
and construction of an “entertainment complex”, and the Supple’s interest in the re -use of the
property as a brewery.

I think the Pioneer redevelopment is currently the most important redevelopment opportunity
in the City.If the RDA sold the 43 E.7th property, the strip of land belonging to the Pioneer
would be deemed useless and would negatively impact the financial viability of the Pioneer
property.The short run benefit of selling the property would have the long term impact of
hurting the Pioneer project.In conclusion,any changes that the City may make to the 43 E 7th
property that could delay or stall the redevelopment of the Pioneer property is not in the best
long-term interests of the City.
Recommendation
The City Council refers the issue to the RDA to review alternatives for redevelopment and
develop a potential marketing strategy for the parcel(s).
