PURPOSE: APPROVE PURCHASE OF CONICAL SECTION FOR CENTRIFUGE
NO. 1 FROM ALFA LAVAL, INC. ($43,586.94)
INITIATED BY: PUBLIC WORKS
WHEREAS, the Conical Section for Centrifuge No. 1 for the Wastewater Treatment
Plant for dewatering biosolids as part of the treatment process is failing and in need of
replacement; and
WHEREAS, this part is only available through Alfa Laval.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase a Conical Section:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase of Conical Section for Centrifuge No. 1 from Alfa Laval, Inc. ($43,586.94)
BACKGROUND
The Wastewater Treatment Plant has two (2) Alfa Laval centrifuges that are used for dewatering biosolids as
part of the treatment process. These centrifuges were originally installed in 1996 and have been maintained and
upgraded, as needed. The biosolids are beneficially re -used by application to agricultural fields in strict
compliance with Wisconsin Department of Natural Resources requirements. A recent inspection of Centrifuge
No. 1 has shown that the conical section is worn out and in need of replacement. A similar replacement was
performed on Centrifuge No. 2 in 2016.
ANALYSIS
This part is only available through Alfa Laval and is manufactured at their facility in England. The estimated
lead time is fourteen (14) weeks. Once this part is received, it will need to be installed at a facility that specializes
in centrifuge repairs and maintenance. A separate request will be prepared for the installation of the conical
section and related work.
FISCAL IMPACT
Funding is available in the Wastewater Utility Major Equipment Replacement section of the 2017 Capital
Improvement Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that services of a specialized nature, including
purchases, may be made without a formal competitive bidding process when the purchase is from only one
source of supply or when standardization or compatibility is the overriding consideration. I have reviewed the
proposal and, in accordance with Section 12-11 of the Code, I am hereby recommending the Common Council
approve this purchase.
