PURPOSE: APPROVE 2017 CAPITAL IMPROVEMENT PROGRAM —
PURCHASE OF CONICAL SECTION FOR CENTRIFUGE NO. 1
($50,000.00)
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the City Manager has prepared, submitted and recommended a
Capital Improvement Program for the year 2017, wherein is listed all anticipated revenue
and expenditures for said year, which program has been filed with the Common Council
and the City Clerk, and is available for public inspection; and
WHEREAS, it is necessary to amend the 2017 program to allow for the purchase
of a replacement section for Centrifuge No. 1 at the Wastewater Treatment Plant which
is failing and in need of replacement.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2017 Capital Improvement Program, on file in the City Clerk's Office,
is hereby amended with adjustments as listed in attached Exhibit "2".

RE: Amend 2017 Capital Improvement Program (CIP) — Purchase of Conical Section for
Centrifuge No. 1 ($50,000)
BACKGROUND
The Wastewater Treatment Plant has two (2) Alfa Laval centrifuges that are used for dewatering biosolids
as part of the treatment process. These centrifuges were originally installed in 1996 and have been
maintained and upgraded, as needed. The biosolids are beneficially re -used by application to agricultural
fields in strict compliance with Wisconsin Department of Natural Resources requirements. A recent
inspection of Centrifuge No. 1 has shown that the conical section is worn out and in need of replacement.
A similar replacement was performed on Centrifuge No. 2 in 2016.
ANALYSIS
This proposed CIP amendment would transfer funding of $50,000 from the Bar Screen Rail Replacement
project, which was approved in the Major Equipment section of the 2017 CIP, to this project, which had not
been anticipated for replacement in 2017.
FISCAL IMPACT
The proposed fiscal impact of this resolution will transfer funding of $50,000 from the Bar Screen Rail
Replacement to the Centrifuge No. 1 conical section replacement which had not been previously budgeted.
RECOMMENDATIONS
I recommend approval of the 2017 Capital Improvement Program amendment.
