HomeMy WebLinkAbout14. 17-512 OCTOBER 24, 2017 17-512 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: REASSIGN POLLING SITE FOR DISTRICTS 5, 6, 8 & 10 INITIATED BY: CITY CLERK WHEREAS, staff recommends changing the polling site for current voting districts 5, 6, 8 and 10 located at the following schools District 5 Washington School, 929 Winnebago Avenue District 6 Jefferson School, 244 W. 111h Avenue District 8 Franklin School, 1401 W. 51h Avenue District 10 Carl Traeger Middle School, 3000 W. 201h Avenue within the City of Oshkosh to address potential safety concerns with polling locations located within schools; and WHEREAS, the following churches have authorized use of their facility for the purpose of conducting elections in voting districts 5, 6, 8 and 10 in the City of Oshkosh, and these facilities meet the needs of accessibility, parking and space. NOW, THEREFORE, BE IT RESOLVED by the Common Council that the following polling sites be established in the City of Oshkosh: District 5 Trinity Evangelical Lutheran Church, 370 Bowen Street District 6 First English Lutheran Church, 1013 Minnesota Street District 8 St. Jude the Apostle Parish, 1025 W. 51h Avenue District 10 Living Water Lutheran Church, 1585 S. Ubrig, City Clerk DATE: October 20, 2017 RE: Reassign Polling Sites / Districts 5, 6, 8 & 10 BACKGROUND State statutes require cities such as the City of Oshkosh to adopt a municipal voting ward plan, establish voting districts and select a polling site for each district. These requirements were met following the completion of the 2010 Federal Census. ANALYSIS Current polling sites were established in 2011 and included several schools. Generally I look for facilities that have larger rooms or spaces that can accommodate several tables and our election equipment and that are easily accessible for the public. In the past we have often used schools which are located in the various neighborhoods throughout the City. With some recent situations that have happened, the schools have implemented additional procedures for the safety of the children. Depending on the size of the election, the voter turnout can bring hundreds of individuals into the schools. Unfortunately times have changed; while we have enjoyed a great partnership with the schools to have the election process in their facilities that is no longer possible due to the safety concerns. I reviewed the City's polling places to identify alternatives for those polling sites located within schools. Two polling locations in schools, the auditorium at West High School and the gymnasium at Webster Stanley, can be maintained with minimal disruption to the schools and are not being proposed for change at this time. After explaining the city's criteria in selecting a polling site, the churches expressed their willingness to accommodate the elections. I reviewed each site to confirm that it would provide the adequate space needed for the voting process inside along with parking for the voters. These changes would be implemented with the 2018 elections, my staff and I will work to inform the voters of these changes to make this transition go as smoothly as possible. The schools / churches will put info in their newsletters and my office will work with media services to provide additional public service announcements. FISCAL IMPACT There may be minimal cost to educate the voters of the community of their new polling site location which will be absorbed into the election budget. RECOMMENDATION City Clerk recommends the Common Council approve the reassignment of the polling sites for the voting districts 5, 6, 8 and 10. Respectfully Submitted, Pamela R.
