FOR CLADDING REHABILITATION FOR THE OSHKOSH PUBLIC LIBRARY ($103,339.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for Cladding Rehabilitation for the Oshkosh Public Library; and WHEREAS, upon the opening and tabulation of bids, the following is the only bid: CAPELLE BROS. & DIEDRICH, INC. 253 N Hickory Street Fond du Lac, WI 53935 Total Bid: $103,339.00 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Manager DATE: October 13, 2017 RE: Award Bid to Capelle Bros. & Diedrich Inc. for Cladding Rehabilitation for the Oshkosh Public Library ($103,339.00) BACKGROUND The Common Council allocated $170,000.00 in the 2013 Public Property Improvements CIP to address the first of two phases of building envelope repairs at the Oshkosh Public Library as identified in the Facility Engineering Inc. (FEI) 2012 assessment of the issues. The first phase addressed the removal and rehabilitation of approximately 9,000 linear feet of sealant applied in 1993 that has fulfilled its life span and has deteriorated over time allowing water to infiltrate the joints, causing corrosion, various leaks and possible future mold issues. The first phase was completed in 2014 with a total fiscal impact of approximately $153,595. For the second and final phase of this cladding rehabilitation, the Common Council allocated $330,000 in the 2017 Public Property Improvements CIP. The second phase of work involves removing and replacing the two architectural stone bands that line the lower half of the building exterior. This work is expected to begin next spring and be completed by summer, 2018. ANALYSIS Working with FEI and Library staff, Purchasing prepared bid specifications for this unit. FEI noted they expected the project bids to be much lower that their original estimate as their site visits showed the amount of stone damage and affected area were significantly less than anticipated. The bid was posted on Onvia DemandStar. Bids were due September 8, 2017. The bid tab is attached. Based on the bid review, it was the consensus of City staff that the sole bid received met all the minimum bid requirements. FEI has confirmed the bidder has a strong understanding of the project scope and has the expertise to successfully perform this work. FISCAL IMPACT This project was budgeted in the 2017 Public Property Improvements CIP for $330,000.00. The total anticipated fiscal impact for this project including this bid for $103,339.00 and FEI's A/E fees of $27,500.00 is $130,839.00. This project will be charged to A/N# 323-1060-7214-06712 City Hall, 215 Church Avenue P.O.
