HomeMy WebLinkAbout11. 17-509 OCTOBER 24, 2017 17-509 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PHASE II OF 2017 GREAT NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAM FUNDING IN THE AMOUNT OF $7,000.00 INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved funds in the 2017 Capital Improvement Programs (CIP) for public improvements to be undertaken as part of a Great Neighborhoods Program; and WHEREAS, the Common Council previously approved funding for Phase I activities/improvements utilizing 2017 CIP funds; and WHEREAS, staff is recommending the following activities and/or improvements be undertaken with 2017 Phase II CIP funds of the Great Neighborhoods Program which includes: 1. North Park Median Beautification (Sharratt Drive) $ 3,000.00 2. North Park Trail Connection $ 4,000.00 TOTAL project costs $7,000.00 NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Oshkosh 2017 funded activities/improvements of the Great Neighborhoods Program, as noted above, is hereby approved in the amount of$7,000.00. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to take those steps necessary to implement said program. Money for this purpose is hereby appropriated from: Acct No. 323-0740-7216-06716 — Great Neighborhoods 2017 TO: Honorable Mayor and Members of the Common Council FROM: Steven Wiley Assistant Planner - Planning Services DATE: October 17, 2017 RE: Approve 2017 Great Neighborhoods Capital Improvement Program Funding in the Amount of $7,000 BACKGROUND The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Projects are intended to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized neighborhood associations and groups pursuing healthy neighborhoods the opportunity to apply for funding to support capital improvement projects within their neighborhoods. A total of ten projects have been submitted and Common Council approved five projects (Phase I) in July 2017. In 2016, the Common Council approved $200,000 within the City's Capital Improvement Program for the Great Neighborhoods Program, of which $100,000 was donated by the Oshkosh Area Community Foundation. In 2016, the Common Council approved Phase I and II projects in the amount of $150,747.00 (Res -16-364) and (Res -16-488). And in 2017, the Common Council approved Phase III projects in the amount of $25,500 (Res -17-22). The remaining 2016 Great Neighborhoods CIP funds in the amount of $23,753 will be spent in Phase IV. $72,972 will be used from Great Neighborhood CIP cost savings from previous projects that came in under budget. Phase I of 2017 Great Neighborhoods Capital Improvement Programs Funding will be used in the amount of $745.00. A description of each 2016 Phase I, II, and III project and the current status is listed below for your review. Project Status Phase I 1. Traeger Elementary Inclusive Playground Complete 2. William Waters Plaza Completion Fall 2018 3. Trash Receptacle/Benches-Stevens Park Complete 4. Crosswalk Improvements — Ferry Crossing Complete 5. Teichmiller Park Butterfly Garden Complete 6. Riverside Park Trash Receptacles Complete 7. Terrace Tree Plantings Complete Phase II 1. Millers Bay Streetscape Design Plan Phase III 1. Urban Forestry -Terrace Tree Plantings Completion Fall 2017 Complete In 2017, the Common Council approved $175,000 within the City's Capital Improvement Program for the Great Neighborhoods Program. On July 11, 2017, the Common Council approved $97,470 for five Great Neighborhoods projects (Res -17-351). A description of each 2017 Phase I projects and the current status is listed below for your review. Project Status Phase I 1. Rusch Park Master Plan Completion Spring 2018 2. Stevens Park Improvements Completion Spring 2018 3. Rusch Park Invasive Species Remediation Completion Fall 2017 4. Terrace Tree Plantings Completion Fall 2017 5. Teichmiller Park Baseball Diamond Improvements Completion Spring 2018 ANALYSIS The following projects have been reviewed by resident leaders and City staff and are being proposed to utilize Great Neighborhoods Program funding. Projects Recommended: 1. North Park Median Beautification (Sharratt Drive) $3,000.00 The North Park Neighborhood Association submitted a proposal to install low maintenance landscaping such as hostas, shrubs, a butterfly garden, etc. in the median at the Sharratt Drive entrance to the neighborhood. They intend to work with the City Forester to create a landscaping plan for the median. Such a plan will beautify the neighborhood's primary entrance. 2. North Park Trail Connection $4,000.00 The North Park Neighborhood Association, in collaboration with city staff, is requesting funding to pave the neighborhood's connection to the Winnebago County Park. The improvement would allow the existing gravel surface to become a more walkable connection that is more consistent with the paved park trails to which it connects. FISCAL IMPACT Total 2017 CIP Great Neighborhoods Program Funding Total 2017 Phase I Funding Request $175,000.00 $745.00 Total 2017 Phase II Funding Request $7,000.00 TOTAL REMAINING 2017 CIP DOLLARS $167,255.00 RECOMMENDATION Staff is recommending approval of Great Neighborhoods Capital Improvement Program funding in the amount of $7,000.00.
