PURPOSE: APPROVE REVISED CONDITIONS OF SPECIFIC
IMPLEMENTATION PLAN FOR A VEHICLE CHARGING
STATION AT 2415 WESTOWNE AVENUE
INITIATED BY: COMMUNITY DEVELOPMENT DEPARTMENT
WHEREAS, Resolution 17-501 approved by the Common Council on October 10,
2017 approved an amendment to a general and specific implementation plan to install
electric vehicle charging stations at 2415 Westowne Avenue and included the following
condition of approval:
1) Base standard modification to allow the proposed 288 sq. ft. EMC to exceed the
100 sq. feet maximum allowed.
And
WHEREAS, it has come to staff's attention that this condition does not pertain to
the request for electric vehicle charging stations at 2415 Westowne Avenue.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the previous condition of approval as noted above is hereby rescinded for
the specific implementation plan amendment at 2415 Westowne Avenue for installation
of electric vehicle charging stations.
BE IT FURTHER RESOLVED that the following conditions for installation of an
electric vehicle charging station at 2415 Westowne Avenue are hereby approved:
1) Base standard modification to allow placement of utility equipment not less than
12 feet from the right-of-way of N. Westhaven Drive whereas 25 feet is required;
2) The three trees identified to be removed shall be replaced with the same or
similar species on the site as approved by the Department of Community
Development;
3) A total of eight charging stations may be constructed, six with the initial phase
and two additional stations as needed;
4) Verification that the location of the proposed vegetative screen will not interfere
with existing private underground utilities.

BACKGROUND
On October 101h, Council approved the Specific Implementation Plan for a Vehicle Charging
Station at 2415 Westowne Avenue. It came to staff's attention that the wrong conditions were
placed on the resolution. In order to correct the mistake, staff is requesting Council approve
the revised conditions as approved by Plan Commission at the October 3, 2017 meeting.
FISCAL IMPACT
The installation of the charging stations to the site is more of an accessory use and will not
require or have any impact on city service provisions.
RECOMMENDATION
Council approve revised conditions for the Specific Implementation Plan for a Vehicle
Charging station at 2415 Westowne Avenue.

PURPOSE: APPROVE SPECIFIC IMPLEMENTATION PLAN AMENDMENT
FOR PLACEMENT OF AN ELECTRIC VEHICLE CHARGING
STATION AT 2415 WESTOWNE AVE

PLAN COMMISSION RECOMMENDATION: Approved w/conditions
WHEREAS, Council previously approved a Planned Development in 2000 for a
Festival Foods grocery store followed by a Planned Development Amendment in 2006 to
allow a store addition; and
WHEREAS, the applicant would like to install an electric vehicle charging station
along the periphery of the existing parking lot adjacent to North West Haven Drive
utilizing the established parking stalls; and
WHEREAS, the Plan Commission finds that this amendment to install an electric
vehicle charging station to the previously approved general and specific implementation
plan at 2415 Westowne Avenue, is consistent with the criteria established in Section 30-
387(6) of the Oshkosh Zoning Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the amendment request to install an electric vehicle charging station to the
previously approved general and specific implementation plan at 2415 Westowne
Avenue, per the attached, is hereby approved with the following conditions:
1) Base standard modification to allow the proposed 288 sp. Ft. EMC to exceed the
100 sq. feet maximum allowed.
