1.Review preliminary concept drawing of Mary Jewell Shelter/Restroom/Pump House facility
The Board will discuss the preliminary concept drawing of the Mary Jewell
shelter/restroom/pump house facility that will be constructed later this year. This is cooperative
project between the Parks Department and Wastewater Utility. The Utility was in need of a lift
station facility north of Oshkosh Avenue and the CORP includes a restroom/shelter facility at
Mary Jewell Park. By partnering with the Parks Department, the Wastewater Utility avoided
having to purchase land for a facility. The restroom/shelter facility will be utilized by the users
of Mary Jewell Park and ball diamond, Lakeshore Golf Course and an anticipated future trail
connection from the Heritage Tribal Trail to Rainbow Park.
Staff is seeking input from the Board on the preliminary design with the intent of bringing a
final concept design to the Board in May when the neighbors of Mary Jewell Park will be invited
as well.
2.Discussion on Comprehensive Outdoor Recreation Plan (CORP) update
The Board will begin discussion of the update to the CORP. Staff from Rettler Corporation will
be in attendance to lead the discussion and present a schedule for the process. The Board will
have initial discussion on the Goals and Objectives to include in the CORP update.
3.Accept parkland dedication for Development on Property Located at 173 West Ripple
Avenue (Southeast corner of Ripple Road and Oregon Street)
City staff has been working with a developer interested in developing a residential multiple-
family residential development on the southeast corner of Ripple Road and Oregon Street. This
item was considered by the Plan Commission on February 7; the staff report and background
th
information are included in your packet. The Plan Commission has recommended approval of
the development.
As part of any development process, City ordinance requires developers to either dedicate
parkland based on the residential units created by the subdivision or pay the city a fee in lieu of
parkland dedication. In reviewing the subdivision request, city staff references the
Comprehensive Outdoor Recreation Plan (CORP) to confirm if the development area is
currently serviced by a public park or if the area is deficient in parkland. The proposed
development is in an area that the CORP identifies the need for future parkland (see map
included from CORP).
City staff and the Plan Commission recommend acceptance of the 3.5 acres of parkland
dedication based on the number of residential units in the development plan. It is anticipated
that additional parkland will be acquired as adjacent properties develop in this area to enlarge
the parkland.
