BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES –August 17, 2017

1.Call to Order
Mr.Michelson called the meeting to order at 4:00 p.m.
2.Approval of July 20,2017 Meeting Minutes
Mr.BellCorelli moved to approve July 20, 2017 meeting minutes and Ms. Redlin
seconded the motion. Motion carried unanimously.
3.Washington Avenue Reconstruction –Bike Lane –Discussion
Ms. Naudziunas explained that staff would like the committee to beginning discussion
on Washington Avenue bike lanes. In order to fit bike lanes,off-street parking would
need to be removed on the north and south side of the street. Ms. Naudziunas
explained that the north side of Washington Avenue from Main Street to the train tracks
only has four parking stalls. Mr. Gohde went into greater detail about the potential
design of the reconstructed street. He explained that they do not have designs yet
because they need further guidance from committees and Common Council. Mr.
BellCorelli asked about the potential to put bike lanes on Merritt Avenue. Merritt
Avenue is not a recommended route in the Bicycle and Pedestrian Circulation Plan. The
committee discussed each property in the potential project area.Ms. Naudziunas
reviewed all existing off-street public parking. The committee decided it would be best
to have a joint workshop with the Traffic Review Advisory Board to discuss this item
further.
4.Oregon Street Reconstruction Project –Previous Item report
Mr. Gohde explained that the committee previously reviewed this item at the July
meeting. The Public Works Department presented three options for the reconstruction
of Oregon Street which were included in the packets.One option was to reconstruct the
street from 44’ wide to 40’ wide including two 8’ foot parking lanes and 2 12’ driving
lanes. In comparison to N Main Street, the drive lanes are 11’ wide, one foot less than the
proposed configuration on Oregon Street.The second option was to reduce to 40’, but
widen to 44’ wide at South Park Avenue and 9th Avenue intersections.The third option
is to reconstruct the exact same.At the July meeting the Bicycle and Pedestrian Advisory
Committee voted in favor of the first option. Traffic Review Advisory Board voted in
favor of the second option. Common Council reviewed this item as a discussion and it is
planned to go to Common Council for action on August 22nd 2017.
5.*Wisconsin Avenue Bridge Bike Lanes –Discussion or Action*
Ms. Naudziunas explained that the committee previously recommended this as a route
to be implemented this season. The Traffic Review Advisory Board reviewed this item
and thought this would be an unsafe location for bike lanes. They would like to
encourage bicyclists to use the sidewalk over the bridge. Staff decided to take this item
back to the committee to see if there is another option for the route, perhaps starting the
bike lanes on the north side of the bridge.
Ms. Redlin made a motion to amend the priority list to have sharrows on the Wisconsin
Street Bridge and have bike lanes north of the bridge to Irving Avenue and Mr.
BellCorelli seconded the motion. Motion carried 5:1.
6.Bicycle and Pedestrian Circulation Plan Update
Ms. Biedermann explained that she is here to facilitate the update to the Bicycle and
Pedestrian Circulation Plan. We are updating Chapters 4,6,7 and 8.Ms. Biedermann
thought that it would be useful to review the inventory and assessment section at this
meeting. The committee participated in an activity of putting a sticker next to their high
priority items found in the plan.Ms. Biedermann explained that she will take the
collected information and compile it for the next meeting on the update.
7.Pedestrian Safety Month –September
Ms. Naudziunas explained that the Wisconsin Department of Transportation has
established the month of September as Pedestrian Safety Month. In preparation to
participate in the month of safety, staff is proposed that the committee plan an event day
to practice safe transportation practices in the City of Oshkosh. Based on past
discussions with the committee, this may be an opportunity to focus on roundabout
safety. Ms. Naudziunas explained that the committee picked September 21st at the June
meeting.The committee selected September 21st 2017 as the day for the pedestrian
safety event day.Ms. Naudziunas explained that she would help secure the location for
the police truck to park.The committee agreed to attend the event in place of their
September monthly meeting. Next steps include contacting the school district and
surrounding businesses.
8.Agenda Items for the Future Meeting(s)
The committee expressed an interest in keeping the Bicycle and Pedestrian Circulation
Plan on the agenda.
9.Adjournment
Ms. Redlin moved to adjourn the meeting and Ms. Panske seconded the motion. Motion
carried unanimously at 5:34 p.m.

Traffic Review Advisory Board – Agenda Item #5 A request for bike lanes and no parking on
Washington Avenue, both sides, from Main Street to Broad Street
The proposed 2018 Capital Improvement Program identifies Washington Avenue (N. Main Street
to Broad Street) to be reconstructed. The Bicycle and Pedestrian Circulation Plan recommends
Washington Avenue to have bike lanes in this project area. The Bicycle and Pedestrian Advisory
Committee and Traffic Review Advisory Board will allow public comment, discuss the item as a
committee and a recommendation will be made for Common Council review.
Both meetings are open to the public, if you wish to attend or share your comments at the meeting
please do so. The meetings are scheduled as follows:

Jim Collins explained this is a workshop to gather input and to come
to a consensus in how to proceed. He said there will be no vote
tonight but these items will be brought before both Boards.
Mr. Collins said Wisconsin Street was constructed 54' wide in
preparation for the eventual installation of two 4' bike lanes from the
south side of the bridge to potentially Irving Ave. He told that curb
cutouts were put on each side of the bridge to connect each side to the
Riverwalk. He said the TRAB voted against this plan at the August
8th meeting mainly due to concerns with bikes on the bridge. He
suggested a compromise might be to start and end bike lanes where
the cutouts for the Riverwalk are on the north side of the bridge and
connect with the Irving Avenue bike lanes.
There was discussion about the fast speed vehicles travel in this area,
whether or not narrowing the lane will reduce the speed of vehicles
here, possibility of bike lane giving a false sense of security on bridge
and the 4' bike lane being substandard by today's standard.
Jim Collins said this item will go back to both Boards for
considerations and recommendations before it is sent to Council.

Jim Collins said Washington Avenue from Main Street to Broad Street
is being reconstructed in 2018 and was slated for bike lanes in the 2011
Bike & Pedestrian Plan. He told this section would connect with the
sharrows on Algoma Blvd. He went on to say the Dept. of Public
Works will be designing Washington Avenue this fall in preparation
for the project to be bid in early 2018.
Steve Ghode said there is no cost difference between designing
Washington Avenue for parking or bike lanes.
Alexa Naudziunas said Washington Avenue would lose 26 parking
spaces if bike lanes were installed. She stated the newly remodeled
YMCA has a large parking lot, the Eagles Club has acquired more
properties for parking, and Washington Apartments also have their
own parking lot. She told World Relief does not have a parking lot but
may relocate to Appleton and there is other public parking nearby.
There was discussion about the possibility of using Broad Street to go
between Irving Avenue bike lanes and Washington Avenue, using
sharrows on Washington past the railroad tracks and both Boards
sending meeting notices to property owners, tenants and the
neighborhood association.
