ITEM VIII: APPROVAL OF NEIGHBORHOOD STREETSCAPE VISION PLAN
BACKGROUND
Staff requests approval of the Neighborhood Streetscape Vision Plan, which focuses on a target
neighborhood bounded by Murdock Avenue on the north, Hazel Street on the west, George
Washington Triangle to the south and Lake Winnebago on the east.
Over the last couple years the neighborhood has begun to look towards implementing goals of
the neighborhood plan. Recent efforts by residents, the Millers Bay Neighborhood Association,
City of Oshkosh and partner organizations have centered on enhancing existing assets to
provide stability and ensure the Millers Bay neighborhood continues to be one of choice in
Oshkosh.
The purpose of this review is for the Plan Commission to make a determination that the
proposed recommendations within the Neighborhood Streetscape Vision Plan are consistent
with the City’s 2005-2025 Comprehensive Plan, official maps, or other planning objectives of the
City.
ANALYSIS
The Plan offers a brief background on the neighborhood, current conditions, and outlines five
priority areas and provides recommendations to achieve the intended goals. The overall goal of
the project as identified in the Request for Proposal, was to develop a conceptual streetscape
design plan for the Millers Bay Neighborhood with recommendations that address:
Crosswalk improvements
Wayfinding and identity signage
Multi-modal transportation improvements
Above ground utilities
Traffic calming features
Integration of park and trail system with neighborhoods
Streetscape amenities
Landscaping to enhance the parkland and lake vista surrounding Millers Bay
Safe Routes to School improvements
Inconsistent decorative street lighting
This plan is prepared for the Millers Bay Neighborhood Association with the intent to support
their efforts in addressing neighborhood challenges and promoting reinvestment. Created
during a resident led planning process; the plan may be used by the Millers Bay Neighborhood
Association, the City of Oshkosh, and partner organizations to ensure streetscape
improvements are implemented to meet the needs of residents.

The plan first explains the goals and objectives followed by a snapshot of current conditions.
The plan then outlines five priority areas: Murdock/Hazel, Emmeline Cook/Hazel, George
Washington Triangle, Nevada/Menominee Drive, and Cliffview/White Swan.
Prior to Common Council consideration, this plan is reviewed by the Plan Commission for
consistency with the City’s 2005-2025 Comprehensive Plan, official maps, and other planned
activities of the City. Staff has reviewed all proposed goals and objectives and believes they do
not conflict with the City of Oshkosh’s Comprehensive Plan, official maps, or other planning
objectives of the City.
Approval of this plan does not indicate that all recommendations of the plan can or will be
implemented immediately. Implementation will depend on funding resources and approval of
each individual project, as well as additional stakeholder input. Private property
recommendations are intended to provide ideas for the neighborhood or individuals to
implement independently from the city.
RECOMMENDATIONS/CONDITIONS
Staff recommends approval of the Neighborhood Streetscape Vision Plan, together with a
finding that the identified goals and objectives are not in conflict with the City of Oshkosh’s
Comprehensive Plan.
