Rohloff, City Manager— DATE: October 5, 2017 RE: Engineering Services Agreement with AECOM Technical Services, Inc. (AECOM) / Preliminary Environmental Database / Records Review and Geotechnical Drilling Oversight for 2018 Capital Improvement Projects (CIP) ($74,800) The Department of Public Works requested a proposal from AECOM for preliminary environmental database/records review and geotechnical drilling oversight for projects in the 2018 CIP. The services provided under this proposal include, but are not limited to, searching State of Wisconsin, AECOM, and City of Oshkosh databases for site/properties listed within or adjacent to the City's projects that contain contamination; reviewing records pertaining to these sites/properties to determine if there is a potential to encounter contaminated soil and/or groundwater during future construction activities; providing recommendations for soil boring locations and potential laboratory analyses for the geotechnical soil boring program; assisting with permitting efforts required by the Wisconsin Department of Natural Resources; attending pre -construction conference with the selected geotechnical driller; and providing environmental oversight during the geotechnical drilling. AECOM was chosen because of their knowledge of the City and vast experience with this type of work. Staff has reviewed the agreement and costs. The cost of these services is estimated not to exceed $74,800. Funds for this work were budgeted in the 2017 CIP. Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this engineering services agreement.
