Recognition of the Congress Field Neighborhood Association
The subject neighborhood association held its first general membership meeting on Sunday,
August 20, 2017. Approximately 43 residents voted on neighborhood boundaries, a
neighborhood name, and adopted organizational bylaws, in accordance with the City's
Neighborhood Recognition Policy.
The Congress Field Neighborhood Association's (CFNA) boundaries are as follows: South: W.
New York Avenue (both sides) North: Congress Avenue (both sides) West: Elmwood Avenue
(eastern side only) East: Historic Jackson Drive Neighborhood Boundary. A map of CFNA's
boundaries is attached for your reference.
Upon the creation of CFNA, the number of recognized neighborhood associations in Oshkosh
is now fifteen. City recognition will allow CFNA to obtain funding through the Community
Building & Engagement Program administered by Greater Oshkosh Healthy Neighborhoods,
Inc. (GO-HNI) to support neighborhood events, projects, and activities. Additionally, CFNA
will have eligibility to apply for the City's Great Neighborhoods funding to support capital
improvements within their neighborhood. Property owners will be eligible to apply for
financial housing incentive programs available to City of Oshkosh recognized neighborhood
associations.
