PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE
REDEVELOPMENT AUTHORITY TO ACQUIRE 87 FRANKFORT
STREET ($22,000.00)

REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority
may spot blight and acquire blighted property without designating a boundary or
adopting a redevelopment plan; and
WHEREAS, the owner of 87 Frankfort Street is willing to sell the property to the
Redevelopment Authority for $22,000 and said property is not within a designated
redevelopment area; and
WHEREAS, the Redevelopment Authority conducted a public hearing and
approved a determination that the property at 87 Frankfort Street is blighted and in need
of rehabilitation and blight elimination.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the property 87 Frankfort Street is hereby declared blighted pursuant to the
provisions of Section 66.1333, Wisconsin Statutes.
BE IT FURTHER RESOLVED by the Common Council that a comprehensive
redevelopment plan is not necessary to determine the need for acquisition and
redevelopment of said property.

BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to acquire said property for $22,000.00 and execute any and
all documents necessary to consummate this transaction. Money for this purpose is
hereby appropriated from Acct. No. 303-0740-7208-00000 Community Development
Block Grant Program.

Acquire 87 Frankfort Street (RDA recommends approval)
BACKGROUND
The property is currently listed for sale. The property is not within a designated
redevelopment area and must be spot blighted in order for the RDA to acquire it. However,
the property is within the Stevens Park Neighborhood. One of the goals of the Stevens Park
Neighborhood Plan is to improve housing conditions throughout the neighborhood.
Acquisition and demolition of this structure would be beneficial to the neighborhood.
ANALYSIS
Based on lot configurations in this area, at some point in the past, this parcel was split off from
the two properties fronting on Ceape Avenue. If Council authorizes the RDA to acquire, staff
proposes to split this parcel in half and work with the two property owners on Ceape Avenue
to attach a portion to each of their parcels, which would re-establish the original lot
configurations.
FISCAL IMPACT
Asbestos removal and demolition would likely cost another $15,000 to $25,000. CDBG funds
are available and programmed for this type of blight removal/redevelopment project.
RECOMMENDATION
The City Council approves the Spot Blight Designation and authorizes the Redevelopment
Authority to acquire 87 Frankfort Street ($22,000)
