PURPOSE: APPROVE DETERMINATION OF NECESSITY TO ACQUIRE
PROPERTY AT 117 W. 8TH AVENUE; AUTHORIZE
REDEVELOPMENT AUTHORITY TO ACQUIRE 117 W. 8TH
AVENUE
INITIATED BY: COMMUNITY DEVELOPMENT
REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority and Common Council previously
approved the South Shore Redevelopment Project Area; and
WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to
acquire property to improve residential neighborhoods and eliminate blighting
conditions within said Redevelopment Area; and
WHEREAS, the owner of 117 W. 8th Avenue is willing to sell the property to the
Redevelopment Authority; and
WHEREAS, the Redevelopment Authority approved acquiring said property for
$60,000.00 plus closing costs at its October 3rd, 2017 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the Common Council certifies it is necessary for the Redevelopment
Authority to acquire the property at 117 W. 8th Avenue pursuant to the provisions of
Chapter 66 of the Wisconsin Statutes.
BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to purchase said property for $60,000.00 plus closing costs
and execute all documents necessary to consummate this transaction. Money for this
purpose is hereby appropriated from Acct. No. 303-0740-7208-00000 Community
Development Block Grant Program

Authorize Redevelopment Authority to Acquire 117 W. 8th Avenue (RDA
recommends approval)
BACKGROUND
The property in question is within the South Shore Redevelopment Area. Over the past few
years, the RDA has acquired several other parcels in this block area on both 8th Avenue and 9th
Avenue. The RDA was approached by the property owner regarding their willingness to sell
the vacant building and lot to the City for future redevelopment.
ANALYSIS
The building is similar in style and condition to the other structures acquired and demolished
by the RDA over the past number of years. The proposed purchase price is slightly more than
the acquisition price of 50 cents on the dollar for the other parcels acquired. However, with
the acquisition of this parcel, the RDA will own all but 3 of the parcels in this block. Asbestos
removal and demolition would likely cost another $15,000 to $25,000. CDBG funds are
available and programmed for this type of blight removal/redevelopment project.

RECOMMENDATION
The City Council approves the Determination of Necessity and authorize the Redevelopment
Authority to acquire 117 W. 8t" Avenue for $60,000.
