PURPOSE:APPROVE SPOT BLIGHT DESIGNATION; APPROVE
ACQUSITION OF PROPERTY AT 87 FRANKFORT STREET
($22,000)
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHEREAS, the property at 87 Frankfort Street exhibit s conditions cited under
Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property to be
blighted; and
WHEREAS, the Redevelopment Authority has conducted a public hearing to
obtain comments and determine if said property is blighte d; and
WHEREAS,the owner has offered the property at 87 Frankfort Street to the
Redevelopment Authority in the amount of $22,000.00 plus closing costs.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that:
1.Findings and Determinations. It has been found and determined and is
hereby declared that:
(a)conditions of blight exist at the Property; and
(b)a comprehensive plan of redevelopment is not necessary with
respect to the private redevelopment of the Property or the relation
of the redevelopment of the Property to other property redeveloped
by the Authority.
2.Spot Blight Designation. The Authority hereby finds that the Property is a
blighted property in need of rehabilitation and blight elimination under the
meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes.
BE IT FURTHER RESOLVED that the proper officials are hereby authorized and
directed to purchase said property in the amount of $22,000.00 plus closing costs and
execute any and all documents necessary to consummate this transaction. Money for this
purpose is hereby appropriated from Community Development Block Grant Funds.

Blight Designation; Approve Acquisition of Property at 87 Frankfort Street
in the Amount of $22,000.
BACKGROUND / ANALYSIS
The RDA will hold a public hearing to hear comments on the proposed spot blight
designation of the property at 87 Frankfort Street.
The property is currently listed for sale.The property is not within a designated
redevelopment area and must be spot blighted in order for the RDA to acquire it.
However, the property is within the Stevens Park Neighborhood. One of the goals of the
Stevens Park Neighborhood Plan is to improve housing conditions throughout the
neighborhood.Acquisition and demolition of this structure would be beneficial to the
neighborhood.
Based on lot configurations in this area, at some point in the past, this parcel was split off
from the two properties fronting on Ceape Avenue. If the RDA appro ves of the
acquisition, staff proposes to split this parcel in half and work with the two property
owners on Ceape Avenue to attach a portion to each of their parcels, which would re-
establish the original lot configurations.
Asbestos removal and demolition would likely cost another $15,000 to $25,000. CDBG
funds are available and programmed for this type of blight removal/redevelopment
project.
RECOMMENDATION
The RDA approves the spot blight designation and approves acquisition of 87 Frankfort
Street for $22,000.
