PURPOSE:DETERMINATION OF NECESSITY; ESTABLISH FAIR MARKET
VALUE; AUTHORIZE PURCHASE –117 W.8TH AVENUE
WHEREAS, the Redevelopment Authority previously approved the South Shore
Redevelopment Area; and
WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to
acquire property within the boundaries of said Redevelopment Area to assist in the
elimination and prevention of blighting influences and promote urban renewal; and
WHEREAS, the property and interest to be acquired includes land and buildings,
if any, exclusive of equipment and fixtures both movable and immovable, and is
described as:
117 W. 8th Avenue
Original Plat Lot 7 of Block 9,3rd Ward, City of Oshkosh, Winnebago County, Wisconsin
(tax #903-0105-0000)
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that the Authority certifies that in order for said purpose to be
accomplished, it is necessary for the property described above to be acquired. It is further
determined by the Authority that acquisition of said property is hereby determined
necessary pursuant to the provisions of Chapters 32 and 66 of the Wisconsin Statutes.
BE IT FURTHER RESOLVED that the value of the property to be acquired, as
described above, is hereby established at SIXTY THOUSAND DOLLARS AND 00/100
($60,000.00). Money for this purpose is appropriated from City Community
Development Block Grant funds.
BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to purchase said property and execute all documents
necessary to consummate this transaction.

BACKGROUND
The property in question is within the South Shore Redevelopment Area. Over the past
few years, the RDA has acquired several other parcels in this block area on both 8 th
Avenue and 9th Avenue.The RDA was approached by the property owner regarding their
willingness to sell the vacant building and lot to the City for future redevelopment.
ANALYSIS
The building is similar in style and condition to the other structures acquired and
demolished by the RDA over the past number of years. The proposed purchase price is
slightly more than the acquisition price of 50 cents on the dollar for the other parcels
acquired.However, with the acquisition of this parcel, the RDA will own all but 3 of the
parcels in this block.Asbestos removal and demolition would likely cost another $15,000
to $25,000. CDBG funds are available and programmed for this type of blight
removal/redevelopment project.
Staff is also considering renting this parcel to recoup some of the acquisition/demolition
costs. Staff would like the RDA's input on whether they feel this is something they want
to do, lease terms, rent amount, etc. If the RDA would like to pursue this, an item can be
placed on the next RDA agenda.
RECOMMENDATION
The RDA makes a Determination Of Necessity; Establishes Fair Market Value;
Authorizes Purchase of 117 W. 8th Avenue for $60,000.
