HomeMy WebLinkAbout25. 17-487 SEPTEMBER 26, 2017 17-487 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD CONTRACT NO. 17-14 TO VINTON CONSTRUCTION FOR CONSTRUCTION OF RIVERWALK WEST OF OREGON STREET ($1,480,538.50) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction of a bike/pedestrian riverwalk on the south side of the Fox River, West of Oregon Street; and WHEREAS, upon the opening and tabulation of bids it appears that the following is the most advantageous bid: Vinton Construction PO BOX 1987 Manitowoc, WI 54221-1987 TOTAL BASE BID $ 373,697.00 ALTERNATE 1 $ 196,382.50 ALTERNATE 2 $ 822,235.00 ALTERNATE 3 $ 88,224.00 TOTAL BID $1,480,538.50 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 536-1040-7216-07710 TID #21 Fox River Corridor Project MME TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: September 21, 2017 RE: Award Contract No. 17-14 to Vinton Construction for Construction of Riverwalk West of Oregon Street ($1,480,538.50) BACKGROUND Earlier this year, the City obtained about $800,000 in grant funds from the Wisconsin Department of Natural Resources for the construction of the Riverwalk west of the Oregon Street bridge, through the Morgan District, as far west to the Boatworks as possible. Last year, the City had the seawall constructed west of the bridge in preparation for this next phase. The favorable bid contained in the proposed construction contract would allow the City to complete the Riverwalk through the Morgan District, under budget and ahead of schedule. ANALYSIS The City obtained the riverwalk easement through the Morgan District with the plan to build the riverwalk from the Boatworks east to the Dockside. This construction project was planned to extend the riverwalk from Oregon Street to the lagoon in 2017. The plan was then to build the last section to the riverwalk around the lagoon to the Boatworks in 2018-2019. The City bid the project with a base bid, and alternate bids 1, 2 and 3 that stretched from Oregon Street to the Boatworks bridges. The bid indicates that it is possible to complete the last riverwalk segment through the Morgan District, a few years ahead of schedule due to the very favorable bid. The total scope of the project would expand from what originally was planned since the contractor can complete the project well under the 2017/2018 CIP budgets. The 2017 CIP budget of $1,500,000 and proposed 2018 CIP budget of $1,650,000 for this section of riverwalk totals $3,150,000 over the two years. The proposed construction bid, and additional construction costs including the purchase of lights, bollards and benches, landfill tipping fees, and an expanded engineering scope will total approximately $2,060,000, about $1,000,000 dollars under the two year budget. Additional grant funding for 2018 is unlikely due to the low bid and remaining reimbursable expenses. This then would allow staff to begin working on the Pioneer Drive portion of the riverwalk next, west of the CN railroad tracks. FISCAL IMPACT The City funding for the project comes from the 2017 CIP (as amended earlier). In addition to the WisDNR grant funds, the City's share of the funding will be paid from the cash balances set aside in TIDs #20 and #21. RECOMMENDATION The Council awards the bid for construction west of Oregon Street to Vinton Construction for $1,480,538.50.
