PURPOSE: APPROVE AMENDMENT TO 2017 CAPITAL IMPROVEMENTS
PROGRAM GLATZ CREEK RELIEF STROM SEWER PHASE 3
($1,645,000.00) /MORGAN DISTRICT RIVERWALK ($575,000.00)

WHEREAS, the City Manager has prepared, submitted and recommended a
Capital Improvement Program for the year 2017, wherein is listed all anticipated revenue
and expenditures for said year, which program has been filed with the Common Council
and the City Clerk, and is available for public inspection.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2017 Capital Improvement Program, on file in the City Clerk's Office, is
hereby amended with adjustments as listed in attached Exhibit "2".

Sewer Phase 3 ($1,645,000)
BACKGROUND
The Glatz Creek Watershed has historically suffered severe flooding during moderate to severe rainfall
events. West 201h Avenue, in the vicinity of Wittman Regional Airport, has suffered significantly from these
flooding events. In an effort to reduce the flooding in the Glatz Creek Watershed, the Department of Public
Works contracted with McMahon Associates to perform a watershed -wide Storm Water Management Plan.
Throughout the development of this plan, the Department of Public Works worked closely with major
stakeholders, such as Wittman Regional Airport and Oshkosh Corporation. One recommendation of this
study was the construction of a relief storm sewer to direct storm water to Lake Winnebago in a more
efficient manner.
The first phase of the relief storm sewer was constructed in 2013 during the reconstruction of West 23rd
Avenue, Doty Street, and West 24th Avenue. The second phase of the relief storm sewer was constructed
in 2015 and 2016 as a part of a Wisconsin Department of Transportation — Bureau of Aeronautics (BoA)
construction project on the Wittman Regional Airport property. The construction project is reconstructing
the taxiway along the northern portion of the airport property, behind the buildings that front West 20th
Avenue. The storm sewer construction took place as a part of the BoA construction project in order to
minimize construction costs for both the State and the City, as well as to minimize the disturbance of
Wittman Regional Airport.
ANALYSIS
The BoA has awarded the final phase of the taxiway reconstruction project and construction is underway.
Completing the third phase of the relief storm sewer in conjunction with the final phase of the taxiway
reconstruction is the most cost effective, least disruptive means of construction for both the City and the
Airport. The BoA construction project is set up such that all work will be completed and restored prior to
the annual Experimental Aircraft Association's AirVenture Oshkosh in 2018. The third phase of the relief
storm sewer will extend the relief storm sewer through Wittman Regional Airport and north on Knapp
Street to the intersection of Knapp Street and West 20th Avenue.
The third phase of the relief storm sewer should have been included in the 2017 Capital Improvement
Program (CIP) budget. Unfortunately, due to an oversight by staff, the project was missed when the CIP
was prepared. Department of Public Works staff have identified funding in the CIP that can be allocated

to fund this project. There is $500,000 remaining from the second phase of the relief storm sewer in the
2015 CIP that has been held for completion of this third phase of the project. There is a storm sewer project
(Storm Sewer in Easement from Eichstadt Road to Logan Drive) in the 2017 CIP budgeted at $245,000 that
is currently on hold and delayed pending action by a developer to secure an easement. That money will
be reallocated to the Glatz Creek relief storm sewer project, and the other project will be budgeted in the
2019 CIP. Finally, there is $900,000 available within the 2017 CIP from project costs coming in under budget
that will be reallocated to this project. Namely, the South Park Area Basin Retrofit project is under budget.
There are several reasons for this project being under budget. One reason is through continued
negotiations with Waste Management, they were able to get the landfill in Berlin permitted to accept all the
dredged material from this project, rather than a large portion of the material needing to be hauled to their
facility in Whitelaw. This change cut the transportation time in half for that amount of dredged material.
FISCAL IMPACT
The proposed CIP amendment will allocate $500,000 remaining from the earlier phase of this project in
2015 to this current phase. The amendment will further reallocate $1,145,000 from other projects in the 2017
CIP to this project. This results in no overall change to the approved 2017 CIP budget. The total CIP
Amendment amount is slightly greater than the Intergovernmental Agency Agreement Amendment
amount in order to cover other ancillary costs that get charged to CIP projects.
RECOMMENDATIONS
I recommend approval of the 2017 Capital Improvements Program amendment.

Morgan District Riverwalk ($575,000.00)
BACKGROUND
The City has been working on building the riverwalk through the Morgan District in the past
few years. Earlier this year, the City obtained about $800,000 in grant funds from the Wisconsin
Department of Natural Resources for the construction of the Riverwalk west of the Oregon Street
bridge, through the Morgan District, as far west to the Boatworks as possible. The favorable bid
earlier this month would allow the City to complete the Riverwalk through the Morgan District,
under budget and ahead of schedule.
ANALYSIS
The City obtained the riverwalk easement through the Morgan District with the plan to build
the riverwalk from the Boatworks east to the Dockside. The 2017 construction project was
planned to extend the riverwalk from Oregon Street to the lagoon. The plan was then to build
the last section to the riverwalk around the lagoon to the Boatworks in 2018-2019. The City bid
the project with a base bid, and alternate bids 1, 2 and 3 that stretched the project from Oregon
Street to the Boatworks bridges. The favorable bid indicates that it is possible to complete the
last riverwalk segment through the Morgan District, a few years ahead of schedule due to the
very favorable bid.
The $575,000 figure in the amendment is set aside in the TID #20 and #21 cash balances for future
riverwalk construction. By amending the CIP, the City can use those set aside funds earlier to
complete the riverwalk in the Morgan District earlier than planned and under budget by over
one million dollars.

FISCAL IMPACT
The City CIP has identified the 2nd half of the project in the 2018 CIP. However, since the
City's share of the funding will be paid from the cash balances set aside in TIDs #20 and #21,
funding is available in 2017. The 2018 CIP project would be completed as part of the 2017 bid
award.
RECOMMENDATION
The Council approves the Amendment to 2017 Capital Improvements Program for the Morgan
District Riverwalk ($575,000.00).
