HomeMy WebLinkAbout07. 17-469 SEPTEMBER 26, 2017 17-469 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE SUBMISSION OF APPLICATION FOR WATERWAYS COMMISSION FINANCIAL ASSISTANCE INITIATED BY: PARKS DEPARTMENT WHEREAS, the City of Oshkosh currently places and maintains navigation and regulatory markers within the Fox River and Lake Winnebago (Miller's Bay); and WHEREAS, some of these markers have become damaged and it is necessary to replace those markers; and WHEREAS, the State of Wisconsin Waterways Commission has made available funds for these purposes. NOW, THEREFORE, BE IT RESOLVED, by the Common Council for the City of Oshkosh that the appropriate City officials are hereby authorized to submit an application to the Wisconsin Waterways Commission for financial assistance for purchase and placement of navigational and regulatory markers within the Fox River and said City officials are authorized and directed to take those steps necessary to implement the project. BE IT FURTHER RESOLVED, that the City of Oshkosh will comply with any state or federal rules applicable to the project; may perform force account work in relation to the project; will maintain the project in an attractive, inviting, and safe manner; will keep the facilities open to the general public during reasonable hours consistent with the type of facility and will obtain approval in writing from the Wisconsin Waterways Commission before any change is made in the use of the project site (if applicable). No. 100-0610-6517-00000 Parks — Supplies/Repair Parts TO: Honorable Mayor and Members of the Common Council FROM: Chad Dallman, Assistant Parks Director DATE: September 17, 2017 RE: Authorize Submission of Application for Waterways Commission Financial Assistance BACKGROUND The City of Oshkosh maintains navigation aids and regulatory markers within the Fox River and Lake Winnebago (Miller's Bay) on an annual basis. During the winter season the Parks Department performs maintenance to units and purchases materials and supplies for repair, restoration and replacement. In order to apply for assistance a resolution by the Common Council is required. ANAT VgT.R In 2017, we have incurred significant costs for materials and supplies and plan to apply for financial assistance where the grant would cover 50% of incurred expenses for materials and supplies. FISCAL IMPACT The total incurred expenses in 2017 was $2,563. With a 50% grant reimbursement the City would receive $1,281.50. RECOMMENDATION Staff recommends the Common Council approve submission of the Wisconsin DNR Waterways Commission Financial Assistance Application.
