FOR CONTRACT NO. 17-21 RAILROAD TRANSLOAD SITE RELOCATION ($1,762,251.09) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction of a Railroad Transload Site in the Southwest Industrial Park; and WHEREAS, upon the opening and tabulation of bids it appears that the following is the most advantageous bid: Vinton Construction PO Box 1987 Manitowoc, WI 54221-1987 BASE BID $1,749,351.09 ALTERNATE B $ 12,900.00 TOTAL BID $1,762,251.09 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 540-1040-7216-00000 TID #23 Southwest Industrial Park Expansion city fW Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: September 7, 2017 RE: Award Bid for Public Works Contract No. 17-21 Railroad Trans Load Site Relocation Vinton Construction Co., Inc. / ($1,762,251.09) BACKGROUND The purpose of this project is to construct a multi -modal transload facility in the Southwest Industrial Park. The new facility will be located on a city -owned parcel and will be operated by Watco Terminal and Port Services. This new facility replaces the existing loading facility located behind Allerton Drive on S. Washburn St. ANALYSIS Engineering staff reviewed four bids. The low bid was received from Vinton Construction Co., Inc. of Manitowoc, Wisconsin. Staff recommends awarding the Base Bid and Alternate B which is crushing concrete that the city has stockpiled on site as an in-kind contribution towards the project. The total bid with the Base Bid and Alternate B is $1,762,251.09. FISCAL IMPA Funding for the project is in the 2015 Capital Improvement Program (CIP) and borrowed from the State Trust Fund in 2016. Of the $200,000 that was borrowed from the State Trust Fund, $11,083.96 was used for outside counsel fees, a wetland delineation, DNR permit fees, and other grant requirement costs. The remainder will be used towards the project cost. The City will also contribute any available in-kind services or materials towards the project. The city received a TEA Grant up to $1,008,266 which can be used for grant eligible construction costs that requires a 50% match. Watco Companies, the parent company to Watco Terminal and Port Services, will pay the remainder of the construction cost.
