PURPOSE: AWARD BID TO MONROE TRUCK EQUIPMENT FOR SERVICE
BODY WITH CRANE FOR SIGN DIVISION ($65,187.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for service body
with crane for the Sign Division; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:

Total Bid: $65,187.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid
and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Monroe Truck Equipment for Service Body with Crane for Sign Division
($65,187.00)
BACKGROUND
The 2017 CIP allocated $100,000.00 for a service body with crane for the Sign Division. The new unit
consists of a truck chassis and service body with crane. The unit replaces a 1998 unit that is no longer
cost efficient to maintain. The replacement unit will be a more heavy duty unit with a crane and a service
body for tools and supplies. The new unit will be equipped with an arrow board for traffic notification
and operator safety. In addition, the new unit will have more visible strobe lighting and updated
hydraulic tool capability. The truck chassis for the unit was secured in July as a cooperative purchase.
This bid award is for the service body and crane that will be mounted onto the truck chassis.
ANALYSIS
Working with the Public Works Mechanics Manager, Purchasing prepared bid specifications for this unit.
The bid was posted on Onvia DemandStar. Bids were due August 23, 2017. While two bids were
received, the bid review confirmed only one bid met the minimum requirements. The bid tab is attached.
Based on the bid review, it was the consensus of City staff that the Monroe bid met the minimum bid
requirements.
FISCAL IMPACT
The fiscal impact of the service body and crane is $65,187.00. The truck chassis portion of this unit was
purchased via state contract in July for $27,801.00. Combined, the total fiscal impact for this unit is
$92,988.00. This project will be charged to A/N# 323-0810-7210-06743. The 2017 CIP allocated $100,000.00
for this project.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Monroe Truck Equipment for
$65,187.00.
