WHEREAS, it is necessary to provide direction to staff to allow staff to prepare designs for the street and estimate costs for the Capital Improvements Budget; and WHEREAS, the City's Comprehensive Plan designates Oregon Street as an arterial street; and WHEREAS, the Comprehensive Plan generally provides that arterial streets are to be reconstructed with four (4) twelve foot (12') driving lanes, two in each direction; and *Bold &Italics Indicates Amendment AUGUST 22, 2017 17-443 RESOLUTION CONT'D WHEREAS, the existing right of way will not accommodate four(4)twelve foot(12') driving lanes, it is not feasible to acquire additional right of way in this location and it is therefore necessary to make an exception to the Comprehensive Plan. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby directed to proceed with design of Oregon Street as follows: 1. Reconstruct the street at forty feet (40') from face of curb to face of curb. Provide two (2) eight foot (8') wide parking lanes and two (2) twelve foot (12') wide driving lanes 2. Reconstruct the street at forty feet (40') and widen the intersections of West 91h Avenue and West South Park Avenue to forty four feet(44'). Provide two (2) eight foot (8') wide parking lanes, two (2) twelve foot (12') wide driving lanes and provide the potential maintain the separation of the right turn and straight traffic lanes at West 91h Avenue and West South Park Avenue. 3. Provide two (2)eight foot(8')wide parking lanes, two (2)fourteen foot(14')wide driving lanes, and provide the potential to maintain the separation of the right turn and straight traffic lanes at West 91h Avenue and West South Park Avenue. r,A City of Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the C Council FROM: James Rabe, Director of Public Works DATE: August 17, 2017 RE: Provide Direction to Staff Relating to Oregon Street Reconstruction BACKGROUND The Department of Public Works has been planning the construction of a deeper sanitary sewer within the Oregon Street right-of-way to provide an increased level of service and to allow for additional development to the south. While evaluating the sanitary sewer needs in this area, it became apparent the scope of the sewer work would require a complete reconstruction of Oregon Street. A complete street reconstruction would allow for the storm sewer and water main to be reconstructed, along with the sanitary sewer, and then construct new concrete pavement on Oregon Street. The Department of Public Works previously presented the Common Council with three (3) options for consideration regarding the street width for the Oregon Street reconstruction. These options have been presented in regards to the 2018 street reconstruction, but the option chosen for 2018 will likely impact the reconstruction of Oregon Street from West 6th Avenue to West 2011, Avenue. Oregon Street, south of West 20th Avenue, is planned to retain four (4) lanes of vehicle traffic. Through all three (3) of these options, on -street parking remains in place. The three (3) options presented to the Council are: 1. Reconstruct the street at forty feet (40') from face of curb to face of curb. Provide two 8' wide parking lanes and two 12' wide driving lanes. 2. Reconstruct the street at forty feet (40') and widen the intersections of West 9th Avenue and West South Park Avenue to forty four feet (44'). Provide two 8' wide parking lanes, two 12' wide driving lanes, and provide the potential to maintain the separation of the right turn and straight traffic lanes at West 9th Avenue and West South Park Avenue. 3. Reconstruct street at the current width of forty four feet (44'). Provide two 8' wide parking lanes, two 14' wide driving lanes, and provide the potential to maintain the separation of the right turn and straight traffic lanes at West 9th Avenue and West South Park Avenue. ANALYSIS The City of Oshkosh Comprehensive Plan states that arterial streets, such as Oregon Street, are to be reconstructed with twelve foot (12') wide driving lanes. The twelve foot (12') wide driving lane is the maximum width included within the Comprehensive Plan. The Comprehensive Plan also provides that parking lanes should be eight feet (8) in width. Utilizing the guidance and direction of the Comprehensive Plan, which has been adopted by the Common Council, Oregon Street, with two (2) driving lanes and two (2) parking lanes, should be constructed at forty feet (40') in width. Private utility companies have significant underground infrastructure within the Oregon Street right-of-way. These companies need the City design to determine what facilities they need to relocate as a part of the construction project. Delays in providing the design could delay the ability of the private utility companies to complete their work, thus causing delays in the completion of the City's project. / I:\Engineering\2018 CONTRACTS\18-052nd Paving\ Project -Information\ Correspondence\ Memo\ 18- Page 1of2 05 CC Memo -Direction on Oregon St Width_8-17-17.docx FISCAL IMPACT Engineering Division staff estimate the total cost for the street paving portion of the project for the 44' wide option to be approximately $1,615,000 and the 40' option to be approximately $1,394,000. The City will recover a portion of the cost of street reconstruction from adjacent property owners in accordance with the City's Special Assessment Policy. The special assessment rate to adjacent non-residential properties is currently estimated to be approximately $42.20/foot of frontage higher for the 44' wide option than the 40' wide option. This estimate is based upon the 2017 special assessment rates. The 2018 rates will not be available until late 2017 or early 2018. RECOMMENDATIONS In order for staff to proceed with the design of Oregon Street, and get information to the private utility companies in order for them to design any infrastructure changes they need to make, it is important for the Council to give direction to the Engineering Division staff at this time.
