HomeMy WebLinkAbout15. 17-419 AUGUST 22, 2017 17-419 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) FOR POLICE DEPARTMENT IN THE AMOUNT OF $16,285.00 INITIATED BY: OSHKOSH POLICE DEPARTMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to approve application for a grant agreement with U.S. Department of Justice for the Edward Byrne Memorial Justice Assistance Grant to purchase equipment for the Oshkosh Police Department and Personal Protective Equipment for the Winnebago County Sherriff's Department. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to execute any and all documents required by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for the purposes of same, and are further authorized and directed, if said grant is awarded, to accept such funds pursuant to the terms of the grant application and to purchase needed equipment with grant funds. Program guidelines require that the application be available for review by the governing body of the unit of local government prior to submitting the application to the Bureau of Justice Assistance. Grant fund eligibility to local governments and allocation amounts are determined by a formula based on the share of total violent crime reported within the state, and the City of Oshkosh, as indicated in the annual Uniform Crime Report (UCR) that we are required to submit monthly. The grant can be used to purchase equipment needed to support public safety services and operations. The JAG grant application deadline is September 5, 2017. The eligible allocation to the City of Oshkosh under the 2017 Edward Byrne Memorial JAG Grant is $16,285. The Oshkosh Police Department is the only eligible law enforcement agency in Winnebago County to receive the grant, which creates a disparate allocation of funds requiring a Memorandum of Understanding (MOU) to be signed with Winnebago County officials indicating how the grant will be utilized. However, because both our agencies have operational needs, this grant will be shared with the Winnebago County Sheriff's Office. The City of Oshkosh will act as the fiscal agent for this grant, and the grant will be administered by the Oshkosh Police Department. The Mission of the Oshkosh Police Department is to promote public safety and to enhance the quality of life in our community through innovative policing and community partnerships ANALYSIS The Oshkosh Police Department intends to utilize the grant funds to purchase 30 digital cameras for squad cars and one pole camera to be used in Patrol Operations. The total cost of the items for the Oshkosh Police Department is approximately $10,828. The Oshkosh Police Department has used digital cameras to record crime scenes and evidence for several years. The cameras that our officers currently use are in need of replacing as many of them have suffered through wear and tear of being used on a daily basis and some have been taken out of service to breakage. As a department we deploy a camera with each squad vehicle so that we are able to quickly process crime scenes. These cameras have proven invaluable to our activities. The Police Department has identified a need for a pole camera to be used in our operations to assist officers in viewing difficult areas that at times may prove to be unsafe for an officer to physically expose him or herself too. Pole cameras are often used to view in attics, under vehicles as well as other small spaces that officers either cannot physically access or that put the officer in jeopardy of being harmed. The Winnebago County Sheriff's Office is planning to use their portion of the funding to purchase Personal Protective Equipment such as gad masks, Tyvek suits and protective gloves for crime scene investigations and collection of evidence. This is related specifically to fentanyl exposure for their staff. The total cost of the Winnebago County Sheriff's Office items is $5,454. FISCAL IMPACT No 2018 Oshkosh Police Department budget dollars will be used to support any of the initial equipment purchases for the grant and there are no matching funds required. RECOMMENDATION If approved, we intend to submit the application by the established deadline, accept the grant funds as allocated and purchase the equipment indicated in this memo within the established grant timelines.
