PURPOSE: APPROVE AMENDMENT TO ENGINEERING SERVICES
AGREEMENT WITH AECOM TECHNICAL SERVICES, INC. FOR
SNELL WEST SANITARY PUMP STATION AND INTERCEPTOR
SEWER ($142,010.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services for Snell West Sanitary
Pump Station and Interceptor Sewer; and
WHEREAS, additional services were required including additional field
documentation services and construction management.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16
of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is
approved and said City officials are authorized and directed to take those steps necessary
to implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Engineering Services Agreement for Construction -Related Engineering Services for Snell
West Sanitary Pump Station and Interceptor Sewer / AECOM Technical Services, Inc. (AECOM) ($142,010)
BACKGROUND
A professional services agreement with AECOM for construction -related engineering services for the Snell West sanitary
pump station and interceptor sewer was approved by the Common Council on February 23, 2016. During the course of this
project, the General Contractor did not meet the Substantial Completion date of January 1, 2017 and final payment date of
March 1, 2017 for Work Unit A. Due to the extension of time, additional services were required of AECOM in order to
properly document the construction activities.
ANALYSIS
The additional services include approximately eighteen (18) weeks of full and part-time field documentation for Work Unit
A and a change in staff to account for additional effort and skill level required to manage the project and ensure the
construction is in compliance with the Contract Documents.
FISCAL IMPACT
Staff has reviewed the amendment and the costs. The amount of this agreement amendment is $142,010. This will raise the
total agreement amount to $943,830 (not to exceed). Funds for this amendment are available in the 2017 Wastewater section
of the Capital Improvement Program from other construction projects coming in under budget. Public Works staff will pursue
recovery of these additional costs, in accordance with the Contract.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including
engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and in
accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this amendment.
