HomeMy WebLinkAbout11. 17-415 AUGUST 22, 2017 17-415 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD SID TO STRUCTUREWERKS FOR REPAIRS FOR CONVENTION CENTER PARKING RAMP ($46,522.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for Repairs for Convention Center Parking Ramp; and WHEREAS,upon the opening and tabulation of bids,it appears that the following is the most advantageous bid: STRUCTUREWERKS 12600 Robin Lane Brookfield, WI 53005 Total Bid: $46,522.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same,all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Manager DATE: August 15, 2017 RE: Award Bid to Structurewerks for Repairs for the Convention Center Parking Ramp ($46,522.00) BACKGROUND The City maintains the City Center Parking Ramp Structure which is attached to the Best Western Premier Waterfront Hotel. In 2011 the City engaged engineering firm Carl Walker Inc. to provide a 10 year Repair and Protection Analysis of the City Center Parking Structure. This analysis identified various necessary component replacements, structural repairs, grouting, sealer installation and other maintenance issues. The City began addressing the first two phases of repairs in 2011 and 2013. In 2016 the City engaged Carl Walker Inc. to update the Repair and Protection Analysis. The report recommended the next phase of repairs for 2017 to address asphalt settlement and ponding repair, replacement of cracked and settled curbs at grade level, replacement of the cracked and settled ramp apron, concrete crack and spall repair at the supported levels and waterproofing repairs at cracks, drains and other areas of leakage. Working in conjunction with Purchasing staff, Carl Walker Inc. prepared bid specifications seeking contractors to address this next phase of repairs. ANALYSIS Bids were advertised in the local paper and posted online on Onvia Demandstar. Bids were received on August 10, 2017. The bid tab is attached. Carl Walker Inc. reviewed the bids and believes the low bidder has the appropriate contractor qualifications and construction experience to perform this work. City staff concurs with Carl Walker Inc.'s recommendation and confirmed the low bid met all other minimum bid specifications. FISCAL IMPACT The total anticipated costs for this project includes the low bid ($46,522.00) and Carl Walker's engineering fees ($10,200) for an estimated total fiscal impact of $56,722.00. Sufficient funding is allocated in the 2017 Parking Ramp Fund for this project. This project will be charged to A/N#: 506-1040-6426-00000. City Hall, 215 Church Avenue P.O.
