PURPOSE: AWARD SID TO H.J. MARTIN & SON, INC. FOR FLOORING
REPLACEMENT FOR FIRE DEPARTMENT FIRE STATIONS 17-19
($44,250.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for Flooring Replacement
for Fire Department Fire Stations 17, 18 and 19; and
WHEREAS,upon the opening and tabulation of bids, the following is the only bid that
met requirements:

Total Sid: $44,250.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid
and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to H.J. Martin & Son, Inc. for Flooring Replacement for Fire Department Fire
Stations 17-19 ($44,250.00)
BACKGROUND
The Common Council allocated $51,000 in the 2017 CIP Property Improvements to replace the flooring
within the Fire Department's Fire Stations 17, 18 and 19. The current flooring in these fire stations is 18+
year old vinyl composite tile (VCT) that has reached the end of its lifecycle. This bid includes all labor
and materials to remove the current tile flooring in all three fire stations and replace with new.
ANALYSIS
Working with Fire Department staff, Purchasing prepared bid specifications for this project. The bid was
posted on Onvia DemandStar and posted in the local newspaper. Bids were due August 11, 2017. The
bid tab is attached. Based on the bid review, it was the consensus of City staff that the sole bid received
met all the minimum bid requirements and was competitive for the scope of work being performed.
FISCAL IMPACT
The total fiscal impact for this bid is $44,250.00. The Council had allocated $51,000.00 in the 2017 CIP for
this project. This bid will be charged to A/N# 323-0230-7214-06711.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to H. J. Martin & Son, Inc. for $44,250.00.
