Jim Collins said there was a crash on July 26, 2017 and this request
was made by a resident that travels this way to work. He told there is
high demand for parking in this area and explained Tamara’s building
is built right up to the corner same as other older buildings in the city.
He said there is a bus stop in front of Tamara’s and currently there is
an ordinance that forbids parking within 50’ of a bus stop. He
suggested moving the bus stop to the southwest corner and said the
building on this corner is currently vacant.
Jake Krause suggested moving the bus stop even further south in
front of the house next door to the vacant business.
Daniel Becker brought the amended motion with the adjustments to
the parking and moving the bus stop further south to a vote.

Larry Mugerauer, of 1529 and 610 Oregon Street (both Tamara’s
buildings), expressed his concern about losing parking on Oregon
Street due to proposed bike lanes. He said businesses in the area
would really suffer because there is not enough parking now. Larry
stated when events are held, customers park four blocks away. He
said he received a letter from the city about Oregon Street, from 8th to
16th Avenue, being redone with bike lanes next year.
Jim Collins and Jake Krause both said they were not aware of any
plans to install bike lanes on Oregon Street. Jim Collins explained this
Board will be discussing proposed bike lanes on Ohio and Wisconsin
Streets later in the meeting.

Jim Collins said he spoke with Randy Davis, of Paul Davis Inc. He
said Randy Davis told him they have a parking lot south of their
building but that a few employees park on the street for convenience.
Randy didn’t have a problem with removing the parking on South
Park. The building is currently for sale as well.
Dan Becker suggested amending this item to include no parking,
stopping, standing or waiting.

Jim Collins said the Ohio/Wisconsin Street bike lanes were part of the
2011 Bike & Pedestrian Plan. He told the roadway on the bridge was
constructed 54’ wide to accommodate two 11’ traffic lanes and two 4’
bike lanes. He explained this section of bike lanes connects the Senior
Center trail to the WIOWOSH trail. He said we currently use 5’ bike
lanes but that 4’ is sufficient and was the standard when the bridge
was reconstructed.
Dan Becker said he feels it is a bad idea to put a bike lane over this
heavily traveled bridge.
Dan Sceiszinski said he doesn’t and wouldn’t use the street to cross
the bridge, he told that he rides on the sidewalk over this bridge. He
stated he has seen vehicles crowd the bike lane and others drive in the
bike lane passing on the right.
There was discussion about directing cyclists to use the sidewalk over
the bridge.
Jim Collins said if the Bike & Ped Committee still wants to pursue this
matter, they would bring the item before the council.

Jim Collins said the results of the survey are not back yet. He
explained that results will be compiled and presented to council. He
said that one option being considered is merging the Parking Utility
with the Traffic Review Advisory Board and added another option
being considered is lifting the residency requirement for Board
members. He said he plans to leave Gary Ross’s seat open so if this
Board is combined with the Parking Utility Commission there would
be an opening for an interested person here.
Dan Becker stated he can appreciate why a nonresident would want to
serve on a city Board. He suggested that one exofficio nonresident
member be allowed to serve on each Board and that way no one Board
would have a Town of Algoma majority.
Jake Krause said there has been problems filling Boards. He added
perhaps nonresidents could be considered after Oshkosh residents.

Dan Sceiszinski inquired how you know when a council approved
event is held. Jim Collins answered the same way you know there is a
Titan event, there are more parked vehicles and it is posted on the city
website.
Dan Sceiszinski suggested removing parking from the corner of
Georgia Street and Osborn Avenue.

Jim Collins mentioned the Bike & Pedestrian Committee will host a
safety event at the 9th & Koeller and Witzel & Koeller roundabouts on
Thursday, September 21st from 2:30 p.m. to 4:00 p.m.
Dan Becker said the event is being held at one of the busiest times of
the day and suggested police be present to pull over violators and in a
friendly way educate these motorists.
