We have prepared this proposal based on our understanding of the project and previous involvement. This proposal presents our approach, scope of services, schedule and fee estimate. Flro.ect Uiiiderstanding The City of Oshkosh (City)has improved the storm sewer in East Parkway Avenue from North Main Street to Bowen Street. In conjunction with those improvements,AECOM will provide engineering design services for the Parkway Avenue Watershed Detention Basin. The detention basin was identified aopart ofa2014update kzthe Parkway Avenue Watershed modeling initially conducted in2O1O. |tisapart ofthe City's overall efforts toreduce the frequency and extent ofstorm water flooding inthe City ofOshkosh. The basin ialocated west ofthe railroad tracks that parallel Broad Street between East Irving Avenue and East Parkway Avenue in land that the City is purchasing from the Canadian National (CN) Railroad. The current analysis describes the proposed facility as a dry detention basin of approximately 60 feet wide east to west and approximately b8Ofeet long north husouth. The facility isproposed with a2-footvertical wall below existing . ground surface on the east and west edges of the basin and with 3:1 side slopes below the wall and on the north and south edges of the basin to provide increased storage capacity and maintenance access. A new storm sewer will be designed connecting the basin to an existing storm sewer on Grand Street to the west. The new storm sewer will connect to a new manhole located near the intersection of Oxford Avenue and Grand Street. ! The current alignment of the proposed storm sewer places it along the parcel boundary of two(2)adjacent / � homeowners. Aneasement isnecessary tmaccommodate this new storm sewer. The basin will drain via anew � 24-inch outlet storm sewer from the south end of the basin and connect to the existing storm sewer stubbed out of � East Parkway Avenue. In addition to the land purchased directly from Canadian National(CN), an access easement and storm sewer easement may also berequired from the railroad. � � CN has a strict safety policy for any work on their property and specifically within 25 feetofthe rails. AECOK8has o � long working relationship with CN as they retain AECOM for storm water, environmental and engineering services. � | Andrew Mott, Senior Environmental Geologist isAECOM'slocal Account Manager for CNprojects. Hehas agood working relationship with local and corporate CN staff and understands the specific CN requirements for working near the rails. CNRight mfEntry Information: AECOM staff will complete the necessary forms and information required to access the site to complete the site survey,subsurface investigation and Phase I Environmental Site Assessment. The Right of Entry requirements provided by Jackie Macewicz, Manager of Public Works, CN,will be used as the guideline for completing this work. Acopy ioattached hothis proposal. AECOMwill coordinate the cable locates and flagging protection that is required for all site access for the survey and subsurface investigation. The City will pay all fees for this access agreement including cable locates and flagging protection. GeotechDica| Subsurface |wesdgatioO � AECOM will subcontract Subsurface Exploration Services Inc. (SES), who is a CN Safety Trained Drilling Contractor incompliance with CNROE requirements. The SES cost estimate ieattached. Geotechnical and Subsurface Evaluation: AECOMstaff will prepare oGeotechnical and Subsurface Evaluation memorandum to be used during the design of the basin and to provide to bidding contractors. The report will be prepared under the supervision ofaProfessional Engineer. Laboratory Testing:AECOM will either complete the necessary laboratory testing and/or subcontract some of the services toBay Area Testing. Please note we do not anticipate CN will allow soil samples analyzed for subsurface impacts prior to the property transfer. We propose to collect the samples and potentially have them analyzed after property transfer occurs. As an option we can have the samples analyzed, but the results cannot be provided or discussed with CN. We have established a laboratory analytical budget for 3 samples analyzed for PAHs,VOCs, Metals and PCBs. Data Cd\ecMOOand &UrVeV Data Collection and Review In compliance with CN Site ROW Access Requirements: Collect and review existing p|ana, otud|es, property information, and correspondence related tothe project area. All site work will be completed byAECOK4xteffthatumhsmUiorvvithCNRei| GafetyandhevoounentCNRai|SahatyCortificoUon. Field Survey: Conduct a field survey in the project area to locate substantial existing features and ground relief, including buildings, pavements, railroad tracks, poles, signs, underground utilities(as observed and as marked by Diggeru'HoUineand CN). and property monuments. |naddition,AECO[Nwill perform oboundary survey ofthe CN parcel. Lot corners will either belocated orreset. The survey will include preparation ofone easement for construction of the detention basin. inaddition,AECOK4will prepare aneasement onaportion ofLot 18. (per attached map). This easement will be on private property related to access to the detention basin. AECOMwi|| prepare an easement on a portion of the lot at 634 Grand Street for the purpose of construction of the inflow pipe into the detention basin. AECOM will work with the City to obtain permission from private property owners and CN railroad tocomplete the field survey. The limits ofthe field survey are generally esfollows: * From a line 10 feet west of and parallel with the railroad tracks westerly to the east edge of the properties that border the railroad property between East Parkway Avenue and East Irving Avenue; * From a line approximately 130 feet west of/and parallel with the railroad tracks between East Parkway Avenue and East Irving Avenue; and ^ Oxford Avenue and its easterly extension,from its intersection with Grand Street to approximately 200 feet east ofthe intersection(along the alignment ofthe proposed storm newer). The field survey includes inspection and depths of manholes and inlets on sanitary and storm sewers, and depths of operating nut onwater valves. The utility inspection data will be compared to record information provided by the City. The field survey also includes setting two(2)horizontal control stations and three(3)bench marks for construction layout purposes. Deliverables: AECOM will prepare two(2)draft and one(1)final easement descriptions and provide two(2)final and one(1)electronic copies including property boundary,final CSM and topographic map for the proposed detention basin. Drainage [38s|OkAodding and Aridysis A hydrologic-hydraulic(H&H)analysis of the Parkway Avenue Watershed was conducted as part of the 2010 CIP project and re-analyzed |n2O14. These improvements form the foundation for the design of the Parkway Avenue Watershed Detention Basin osdescribed inthis scope ofservices. The model will be used as tool during the design process. This will include storm sewer sizing and detention basin sizing, inaddition hochecks nfthe system performance ofthe final design. Storms analyzed include the 2-' 1U-. 25- und 100-year recurrence interval storms. Pollutant|oading,for the proposed detention baain,will be quantified using the latest version of the VVinGLAW1K4 (Source Loading and Management Mode|). Using the VVin8LAMKAmodel,the drainage areas will borouted through the basin, (modeled as a bio-fi|bar)toquantify pollution loadings and reductions. The results will be recorded and used bythe City iocompare future dry detention basin projects. Phase | Environmental Site Assessment (ES/\) |n2O15AECON1had initiated the Phase |for this project. The ESA was terminated when site access was not granted. This previously obtained information will have Vobe re-verified aothe time period for relying on Phase | data has expired. The scope of services for the ESA was developed in accordance with the practices outlined in the current American Society for Testing and Materials(ASTM)Standard (ASTM) E-1 527-13, "Standard Practice for Environmental Site Assessments: Phase | Environmental Site Assessment Prooess^,which meets the requirements ofthe All Appropriate Inquiry(AAI) Final Rule(40 CFR Part 312). The ESAsare designed to evaluate: (1)whether adocumented release of hazardous substances, petroleum and petroleum pmduoLu, po||ubanbo, contaminants and controlled substances has occurred that could constitute a significant contamination problem, or(2)whether there is reason to believe that a recognized environmental condition (REC)may exist in relation to the subject property. The ESA will include: 0 A site reconnaissance to observe and record visual and physical observations of the accessible portions of the subject property, including buildings and ahuntureo, to assess the presence ofRECsand potential environmental concerns on the subject property and to view adjacent properties from the subject property or public access points. These individuals may boqueried inperson, by telephone, orinwriting. « Reviews of readily available and reasonably ascertainable environmental record information for the subject property and review ofwhether the subject property or neighboring properties (within a specified radius search distance from the subject property)are included onthe ASTM-specified standard and additional (o.g.. local)environmental record sources(e.g., spills, landfills/dumps, leaking underground storage tanks, etc.). Record information will also be reviewed for Activity and Use Limitations(AULs)at the subject property, also referred to as Institutional Controls(IC)and Engineering Controls(EC), if a published state database is available. This record information will beobtained through athird-party vendor, Environmental Data Resources (ED&) ofMilford, Connecticut. • Reviews of readily available and reasonably ascertainable local government records, such as records maintained by building/planning departments,fire departments, health or environmental health departments per the guidelines ofthe ASTM Standard E1527-O5. w Historical research of the subject property to develop an understanding of past subject property uses or history, including reviews of previously prepared environmental reports,the historical aerial photographs, Sanborn Fire Insurance Maps(if available), city directories,and other historical maps/resources. Current or updated information and maps will be obtained as appropriate and if readily available and reasonably ascertainable. A final report for the subject property will be prepared to include documentation of the subject property's location, description and environmental characterization, subject property history, history and description of surrounding land uses,references used, a summary of findings regarding the potential presence of recognized environmental conditions,the presence of data gaps, and AECOM's opinion of the significance of the data gaps. Deliverables: AECOM will provide 2 hard copies of the final Phase I ESA report and one electronic copy in PDF format. Design Services Civi| Design Prepare construction bidding documents which will include construction drawings and special provisions (i.e.technical specifications not included inCity general apenifioaUono). These will buincorporated into City front-end documents ho create bid documents appropriate for receiving competitive bids including the approximate quantities.
