Amendment Request No. 1 for VPLE Support Related to the Site Redevelopment at the Former Buckstaff Facility,
1118 South Main Street,Oshkosh,Wisconsin City Resolution No. 16-552
Dear Mr. Davis,
AECOM Technical Services, Inc. (AECOM)is requesting an amendment to the agreement dated December 14,2016,
OPP-592265. The amendment request includes the following out of scope services:
• Preparation of Low Hazard Exemption for Beneficial Reuse of Recycled Concrete
• Four(4)Weeks of Additional Field Documentation
Low Hazard Exemption for Beneficial Reuse of Recycle Concrete
As a cost effective disposal and reuse option the concrete,masonry and bricks removed from the site during
foundation demolition were stockpile and crushed. The crushed material was planned to be used as site backfill
Voluntary Party Liability Exemption(VPLE)site fill guidance now requires all non-virgin materials added to the site
require prior approval by Wisconsin Department of Natural Resources(WDNR). AECOM received verbal approval
from WDNR to use the material. After further consideration,the WDNR changed their verbal approval to require
laboratory analysis of the material. Subsequently,based on the laboratory results,a Low Hazard Exemption for
beneficial reuse was required to utilize the material. This exemption was prepared and approved by the WDNR. This
work was not anticipated during the preparation of the original proposal.
Additional Field Documentation
The original proposal included five(5)weeks of full time construction documentation. The actual field documentation
extended to 13 weeks. We were able to reduce the number of hours to part time each week to allow the original
budget to be extended to cover an additional four(4)weeks. Therefore,we are requesting an additional four(4)
weeks of construction documentation. The request includes field and office time for AECOM staff,supplies and
equipment. A cost of$4,712 per week has been incurred.
The services provided will be performed in accordance with the 2017 Negotiated Fee Schedule and conditions of the
General Conditions of Service—City of Oshkosh,April 2009,which are expressly incorporated into,and are an
integral part of,our agreement for professional services.
