Report on Committee regarding Oregon Street ReconstructionCity or� Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council I FROM: James Rabe, Director of Public Works DATE: August 3, 2017 RE: Oregon Street Reconstruction The Department of Public Works has been planning the construction of a deeper sanitary sewer within the Oregon Street right-of-way to provide an increased level of service and to allow for additional development to the south. While evaluating the sanitary sewer needs in this area, it became apparent the scope of the sewer work would require a complete reconstruction of Oregon Street. A complete street reconstruction would allow for the storm sewer and water main to be reconstructed, along with the sanitary sewer, and then construct new concrete pavement on Oregon Street. At the June 27, 2017 Common Council meeting, City Manager Rohloff and I discussed the Oregon Street reconstruction and street width options with the Common Council. There were three options discussed: Reconstruct the street at the current width of forty-four feet (44') from face of curb to face of curb. Reconstruct the street at forty feet (40') wide from face of curb to face of curb, but widen out the intersections of West 9th Avenue and West South Park Avenue to forty four feet (44') to allow for dedicated right turn, straight, and left turn lanes in the southbound direction. 3. Reconstruct the street at forty feet (40') from face of curb to face of curb. This configuration would result in a combined right turn and straight lane and a dedicated left turn lane. At the June 27th Council meeting, it was determined that additional input from the Traffic Review Advisory Board and the Pedestrian and Bicycling Advisory Committee would be advantageous for the Common Council. Public Works staff worked with the staff liaisons for both Boards to have the item placed on their agendas, and provide schematic diagrams for review and discussion. The diagrams made available to the boards are also attached to this memo. The Traffic Review Advisory Board took up the Oregon Street Reconstruction discussion at their July 11th meeting. After discussion, the Board voted 5-1 to recommend Option #2, the 40' wide option with the widening to 44' at the West 91h Avenue and West South Park Avenue intersections. The Pedestrian and Bicycling Advisory Committee Board took up the Oregon Street Reconstruction discussion at their July 20th meeting. The staff liaison for this committee mailed a meeting notice to adjacent property owners, advising them that the Committee would be discussing the Oregon Street Reconstruction project. After discussion, the Committee voted 5-0 to recommend Option #3, the 40' wide option. L\ Engineering \ 2018 CONTRACTS \ 18-05 2nd Page 1 of 2 Paving\ Project_Information\Correspondence\Memo \Oregon Street Reconstruction Memo 08-03- 2017.docx As we discussed at the June 27th Common Council meeting, reconstructing Oregon Street at the existing 44' width versus the proposed 40' width will increase the overall project cost by approximately $300,000. As with any other street reconstruction project, the City would recover a portion of the cost of construction in accordance with the City's Special Assessment Policy. Based upon the 2017 Special Assessment Rates, we estimate that the adjacent non-residential property special assessment rates for street and sidewalk construction would be approximately $42.20/foot hi her for the 44' width, as opposed to the proposed 40' width of street. The 2018 special assessment rates will not be available until late 2017 or early 2018. Based upon technical design standards and criteria, a 40' wide street (Option #3) is all that is necessary for Oregon Street. The 40' width provides an eight -foot (8') parking lane on each side of the street and a twelve -foot (12') travel lane in each direction. Staff intends to place Option #3, the 40' option, into the 2018 Capital Improvements Program (CIP). If Council believes that another option is warranted, staff would ask that Council indicate this preference now, rather than after the CIP is finalized.
