HomeMy WebLinkAbout17. 17-402 JULY 25, 2017 AUGUST 8, 2017 17-384 17-402 ORDINANCE FIRST READING SECOND READING (CARRIED 5-1 LOST LAID OVER WITHDRAWN ) PURPOSE: DESIGNATE NEVADA AVENUE AS A THROUGH STREET AT INTERSECTION WITH EVANS STREET (EVANS STREET STOPS) INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-8 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO THROUGH STREET DESIGNATED AND SECTION 27A-10 PERTAINING TO YIELD RIGHT OF WAY INTERSECTIONS DESIGNATED. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-10 of the Oshkosh Municipal Code pertaining to yield right of way intersections designated is hereby amended as follows: EVANS STREET Remove Therefrom: Evans Street yields to E. Nevada Avenue. SECTION 2. That Section 27A-8 of the Oshkosh Municipal Code pertaining to through streets designated are hereby amended as follows: NEVADA AVENUE Add Thereto: Nevada Avenue at its intersection with Evans Street. SECTION 3. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. Publication Notice Please take notice that the City of Oshkosh enacted ordinance #17-402(A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-8 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO THROUGH STREET DESIGNATED AND SECTION 27A-10 PERTAINING TO RIGHT OF WAY INTERSECTIONS DESIGNATED) on August 8, 2017. The ordinance changes the intersection of Evans Street from yielding to Nevada Avenue to Evans Street stopping for Nevada Avenue. I k '" .a 0 Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: July 17, 2017 RE: Eliminate Yield Sign - Replace With Stop Sign BACKGROUND This ordinance will eliminate the yield sign and replace it with a stop sign on Evans Street. Evans Street will then stop instead of yield for traffic on Nevada Avenue. ANALYSIS This intersection did not meet the MUTCD warrants for a stop sign however; there was strong support for it from a resident in this area. The resident spoke of many near misses at this intersection in addition to a few crashes. The Traffic Review Advisory Board recommends approval. (5-1) FISCAL IMPACT The fiscal impact of this ordinance is the cost of removing the yield sign and then installing a stop sign. The cost would come out of the Sign Department operational budget. RECOMMENDATION Section 27A-8 of the Municipal Code pertains to Through Streets designated. I recommend that the Common Council approve this ordinance.
