FOR SUBSURFACE EXPLORATION AND GEOTECHNICAL ENGINEERING EVALUATION FOR 2017 CAPITAL IMPROVEMENTS PROJECTS ($1,397.50) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and Professional Service Industries,Inc.previously entered into a professional services agreement for subsurface exploration,soil classification,geotechnical engineering, and construction recommendations; and WHEREAS, additional services are required to obtain information for the proposed mill and overlay of Hughes Street. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16 of the Municipal Code to enter into an amended agreement with Professional Service Industries, Inc. for the purposes specified herein and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the final agreement. Gohde, Assistant Director of Public Works 5 DATE: August 3, 2017 RE: Approve Amendment No. 2 to Engineering Services Agreement for Subsurface Exploration and Geotechnical Engineering Evaluation for the 2017 Capital Improvements Program (CIP) / Professional Service Industries, Inc. (PSI) ($1,397.50) BACKGROUND An Engineering Services Agreement for subsurface exploration, soil classification, geotechnical engineering, and construction recommendations for the proposed 2017 CIP with PSI was reported to the Common Council on November 9, 2016. An amendment to this agreement was reported to the Common Council on March 28, 2017. Additional services are required to obtain the required information for a proposed mill and overlay of Hughes Street. ANALYSIS The amendment includes work on one (1) site not included in the original agreement. The project is a proposed asphalt mill and overlay for Hughes Street, from 1,000' southwest of the railroad crossing to the intersection of Hughes Street and West Waukau Avenue. FISCAL IMPACT Staff has reviewed the amendment and the costs. The amount of this amendment is not to exceed $1,397.50. This will raise the total agreement amount to $76,179, which exceeds the $75,000 threshold for City Manager approval set by the Municipal Code. The cost for this amendment will charged to the Street Paving CIP section. Funding was budgeted in the 2016 CIP. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and, in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council approve this amendment. Approved, i Mark A.
