PURPOSE: APPROVE DETERMINATION OF NECESSITY TO ACQUIRE
PROPERTY AT 645 JEFFERSON STREET; AUTHORIZE
REDEVELOPMENT AUTHORITY TO ACQUIRE 645 JEFFERSON
STREET$42,500.00

REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority and Common Council previously
approved the Near East Redevelopment Project Area; and
WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to
acquire property to improve residential neighborhoods and eliminate blighting
conditions within said Redevelopment Area; and
WHEREAS, the owner of 645 Jefferson Street is willing to sell the property to the
Redevelopment Authority; and
WHEREAS, the Redevelopment Authority approved acquiring said property for
$42,500.00 plus closing costs at its July 31, 2017 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the Common Council certifies it is necessary for the Redevelopment
Authority to acquire the property at 645 Jefferson Street pursuant to the provisions of
Chapter 66 of the Wisconsin Statutes.

BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to purchase said property for $42,500.00 plus closing costs
and execute all documents necessary to consummate this transaction. Money for this
purpose is hereby appropriated from Acct. No. 303-0740-7208-16617 CDBG
Neighborhood Initiatives.

Authorize Redevelopment Authority to Acquire 645 Jefferson Street $42,500
BACKGROUND
The RDA was approached by the property owner regarding their willingness to sell the
vacant building and lot to the City for future redevelopment. The parcel adjoins the Jefferson
Street redevelopment site that the RDA assembled over a number of years. The Jefferson
Street site is under option for another 15 months. This parcel could be added to the Jefferson
Street site in order to increase the likelihood of redevelopment.
ANALYSIS
The building is similar in style and condition to the other structures acquired and demolished
by the RDA over past number of years. The proposed purchase price would be similar to the
acquisition price of 50 cents on the dollar for the other parcels acquired.
The Jefferson Street site would benefit from additional space for the overall redevelopment.
The number of units could be increased and reduce the overall project cost per unit. In
addition, it is possible that the Main Street parcel to the west could be combined with the
Jefferson Street site and provide the prospect of access and mixed use commercial and
residential on the Main Street side of the site.
FISCAL IMPACT
CDBG funds are available and programmed for this type of blight removal/redevelopment
project.
RECOMMENDATION
The City Council approves the Determination of Necessity; and authorizes the
Redevelopment Authority to acquire 645 Jefferson Street for 42,500.00.
